The purpose of the contract is to propose Union-wide performance targets and alert thresholds for the third reference period (RP3, 2020–2024) of the Single European Sky (SES) performance and charging schemes.

The targets will take account of stakeholder consultations and the input received from the network manager (NM), the European Aviation Safety Agency (EASA) and national supervisory authorities (NSA) and will set out the assumptions and the rationale underlying the proposed targets and thresholds.
