LANB — Procurement of Multi-Disciplinary Consultant
The authority is seeking to establish a single “Turnkey" provider to design, manufacture and install new homes using only “Off Site Manufactured" products/systems. A separate appointment onto the term contract is to be made for a “Multi-Disciplinary Consultant" (MDC) who will administer the contract on behalf of the authority in the role of project:
— cost consultant,
— design consultant,
— CDM adviser and
— clerk of works.
The MDC will be an integral part of the team delivering the Local Authority New Build (LANB) Programme. The contract will be for the establishment of a single consultant on a long-term contract up to a maximum of 13 years.
The authority is seeking to establish a single “Multi-Disciplinary Consultant” (MDC) to administer a term contract to deliver off-site manufactured housing on behalf of the authority in the role of:
— project manager,
— CDM adviser,
— design adviser/approver and
The Consultant will be an integral part of the team delivering the Local Authority New Build (LANB) Programme. The contract will be for the establishment of a single consultant on a long-term contract up to a maximum of 13 years.
The contract will be awarded for 5 years with the option to extend for a further 5 years, subject to the performance of the consultant and the authority's corporate plan. Due to the nature of the contract, it is envisaged that orders issued will continue beyond 10 years. On this basis, the run-off period for orders issued during the Contract Term is up to 3 years beyond the contract term.
The top 5 scoring applicants including any “tied" in fifth place will be invited to tender. The evaluation criteria for limiting candidates is set out in the SQ Documentation.
Section III: Legal, economic, financial and technical information
Applicants will be required to complete a Supplier Questionnaire (SQ) consistent with the provisions of Regulation 58 of the Public Contracts Regulations 2015 (as amended). The minimum requirements that applicants are required to meet are set out in the SQ. The SQ is available from the address at I.1 and must be returned to that address by the date stipulated in IV.2.2.

The successful tenderer will be required to meet the authority's minimum requirements as set out in the procurement documents.

In accordance with Regulations 92 to 104 of the Public Contracts Regulations 2015 (as amended), the authority will incorporate a minimum 10 calendar day standstill period starting from the date when the contract award was notified to bidders. Unsuccessful bidders will be provided with a information in the “Award Decision Notice” at the start of the standstill period including details of their bid in relation to the winning bid comprising the reasons for the decision, the characteristics and relative advantages of the successful tender, the score of the economic operators and the name of the economic operator to be awarded the contract. Tenderers have a right of appeal provided for within the Public Contracts Regulations 2015 (as amended). Any such proceedings must be brought in the High Court of England and Wales.
