SA80 A3 Equipped to Fight Programme
Modification and supply of SA80 A3 weapons and ancillaries for the Equipped to Fight Programme.
Gloucestershire, Wiltshire and Bristol/Bath area.
It is envisaged that options will be included in this contract to allow the Authority to procure additional quantities of weapon and spares and will be detailed in the ITN.
Section IV: Procedure
The dismounted close combat programme team, part of the UK Ministry of Defence, intends to place a 3 year contract, with 2 options each of an additional one year, for the SA80 A3 Equipped to Fight Programme, for work comprising the modification and upgrade of the remaining 44 000 SA80 A2 weapons, with NSAF Ltd, the UK subsidiary of Heckler and Koch GmbH, the original equipment manufacturer.
It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contracts Regulations 2011) for technical reasons. This is because only NSAF Ltd, as a subsidiary of Heckler and Koch GmbH, has access to the technical know-how necessary to undertake the work required under the contract, which requires the supplier to modify the existing SA80 A2 weapons by fitting a combination of new and modified components using precision engineering to ensure the interoperability of the new and modified components with the existing components and maintain the operational effectiveness and safety of the upgraded weapons and only NSAF Ltdhas access to the specialist test equipment necessary to demonstrate the suitability of the modified weapons for service.

The authority reserves the right to amend any condition related to security of information to reflect any changes in national law or government policy.
