The objective is to make available quantitative (modelling) tools and apply these to assess options for future EU climate and energy policy. This entails the assessment of economic, environmental and social impacts for the EU and individual Member States. State-of-the-art models are to be used, and these have to be updated where needed and their integration needs to be ensured. A baseline projection and variants thereof need to be constructed. The effects of possible climate and energy policies including those related to non-energy greenhouse gas emissions such as those from land use, agriculture, waste and industrial sectors will need to be assessed. Finally, information needs to be exchanged in an interactive process with Member State experts and stakeholders. The modelling has to cover all EU Member States individually, candidate countries (and where possible other European countries). All sectors emitting greenhouse gas emissions have to be covered.

In line with Article 134.1.e) of the rules of application to the Regulation (EU, Euratom) 2015/1929 of the European Parliament and of the Council of 28.10.2015 (Financial Regulation), during the 3 years following conclusion of the original contract, the contracting authority will be able to use the negotiated procedure for additional services (without prior publication of a contract notice) for new services or works consisting in the repetition of similar services or works entrusted to the economic operator to which the same contracting authority awarded an original contract, provided that these services or works are in conformity with a basic project for which the original contract was awarded after publication of a contract notice, subject to the conditions set out in paragraph 4 of Article 134.
