There will be a single supplier in this lot, who must be capable of supplying the range of services described below across the entire regions.
Due to the anticipated quantum of this framework lot, a minimum annual turnover requirement of 15 000 000 GBP will apply to the lead bidding organisation.
Bidders may rely on the capacities of other suitable entities to achieve the minimum turnover requirement if those other entities are jointly liable for contracts executed under the framework.
The successful lead organisations must commit to minimum spend target of 30 % with SME sub-consultants (not limited to the regions).
This Integrated Consultancy Framework (ICF) framework will be open to all public sector organisations in the area described above and will provide both of the following 2 services:
1) Major Projects Consultancy (MPC):
To provide all multi disciplinary consultancy services on construction projects with a construction value normally exceeding 4 000 000 GBP and potentially over 200 000 000 GBP. By exception projects of value between 2 000 000 GBP and 4 000 000 GBP may be included.
This is a fee based service based on the construction cost of the projects with an indicative annual fee spend of up to 48 000 000 GBP.
Typical major projects consultancy will comprise (but are not limited to) construction/refurbishments of schools, college and university buildings, leisure buildings, fire and police buildings, civic offices and facilities, health facilities, charity sector buildings and local government buildings. The scope may include incidental project related civils works, for example access roads, car parks, multi storey car parks, retaining structures. Major civils projects are excluded.
The integrated consultancy framework is intended to work alongside the National Association of Construction Frameworks (NACF), which in this Lot the Southern Construction Framework (SCF).
The contract model for project delivery will be 2 stage open book, to promote collaborative working and early contractor involvement.
The contract variants will allow for full or part design.
This framework is not intended to be exclusive; existing and new NACF clients may also use other consultant arrangements.
The objective is to offer existing and new NACF public sector clients a fully compliant construction consultancy framework that has the necessary skills, experience and resource to successfully manage the design and delivery of large projects and programmes of work in the public sector.
Consultants will bid at ITT for MPC on all multi disciplinary consultant services in accordance with the RIBA toolkit, on a ‘Not To Exceed’ percentage fee basis.
Non-core services will be sourced by open book tender.
Call-off will be by direct award (refer to the project brief).
The client will select the required scope of services which may include all or part of consultant services and project stages.
2) Property Asset Consultancy (PAC):
To provide a time or task based service for all property asset related services with an indicative annual fee spend of up to 20 000 000 GBP.
Typical ‘Property Asset Consultancy’ services will deliver any type of consultancy services for framework organisations or commissioning organisations that may request them. These property asset related professional services may cover any aspect of public sector works, projects or developments. Support to public sector clients will involve asset strategy and management, place making, programme and project management, design and delivery of programmes and projects, technical standards assurance and risk, repairs and maintenance and operational facilities management.
Consultants will bid on an hourly rate charge basis for the property asset consultancy disciplines.
Call-off to be direct as described above.
The successful consultant will pay an annual framework charge of 5 000 GBP plus a levy of 2,5 % on all fees charged.
