Coventry, Solihull and Warwickshire (CSW) Superfast Broadband Project — Contract 3.
Warwickshire County Council, acting as lead authority for the Coventry, Solihull and Warwickshire (CSW) Superfast Broadband Project, intends to commence an Open procurement procedure to extend its next generation access (NGA) infrastructure.
The objective of the project is to raise the Superfast Broadband coverage within the Coventry, Solihull and Warwickshire region to 95 % to meet national requirements and surpass this level.
The contract will be dependant on Funds from the European Regional Development Fund, BDUK via the Department and Culture, Media and Sport and the relevant Local Enterprise Partnership (LEP) operating on a gap-funding basis. Details of where investment for this project will and could come from are provided within the procurement documentation.
Prior to beginning this Procurement, the project team ran a Public Consultation informing interested bidders of its intentions. Details of the consultation can be found at http://www.cswbroadband.org.uk
The evaluation activities will review responses which look to cover multiple Lots and assess where these proposals offer improved outcomes or better value for money to the Contracting Authority. For consideration of combined lots to be possible, applicants have to initially bid for the relevant Lots individually.
Area 1 — North Warwickshire, Nuneaton and Bedworth and Rugby
Works within North Warwickshire, Nuneaton, Bedworth, Rugby and elsewhere as detailed in development maps agreed between the successful bidder and the Contracting Authority during the contracts lifespan.
The procurement is following an Open Procedure to select a single supplier to fulfil the requirements of this Lot.
The objective of the procurement being to match and exceed the national target of attaining 95 % superfast broadband coverage with speeds of 30Mbps or more.

It is possible that additional funding may become available, during the life of the contract's deployment. Should this occur the value of this Lot may increase. The Procurement Documentation provides further details of how this potential situation would be handled.
The CSW Broadband project is receiving up to 2 000 000 GBP of funding from the England European Regional Development Fund (ERDF) as part of the European Structural and Investment Funds Growth Programme 2014-2020.
Other funding for the CSW Broadband project may come from EAFRD and the Coventry and Warwickshire Local Enterprise Partnership (LEP).

Area 2 — Coventry and Solihull
Works within Coventry, Solihull and elsewhere as detailed in development maps agreed between the successful bidder and the Contracting Authority during the contracts lifespan.
Area 3 — South Warwickshire, Warwick District, Stratford District
Works within South Warwickshire including Warwick District and elsewhere as detailed in development maps agreed between the successful bidder and the Contracting Authority during the contracts lifespan.

Section VI: Complementary information
A Public Consultation has taken place and received responses have been taken on board by the Project team but suppliers should note that as this information is investigated further and as new details become known, the scope, viability and need for coverage in all Lots will be reassessed. This changing state will be a constant presence throughout the contract.
The DCMS has allocated 7 200 000 GBP which the CSW Broadband Project has matched. The project is receiving up to 2 000 000 GBP of funding from the European Regional Development Fund (ERDF) as part of the European Structural and Investment Funds Growth Programme 2014-2020.
An application for funds is with the Coventry and Warwickshire LEP and is awaiting confirmation.
Over the resulting contract's lifetime, funding may become available from the European Agricultural Fund for Rural Development (EAFRD) programme 2014-2020, at which point the CSW Broadband Project will look to use this in the successful delivery of broadband provision to properties classified within the final 5 % of the Coventry, Solihull and Warwickshire region.
For the purposes of the Contract Notice, the total potential public sector subsidy of £20 million is available. The current confirmed funding figure which should be modelled is 15 000 000 GBP, which is allocated between the Lots as set out in this notice. The difference between the total potential subsidy and the confirmed figure is additional approved funding which may be incorporated into the Contract during its deployment. The procurement documentation explains how the contract will handle the use of additional funding.

Upon expressing an interest in this opportunity on the CSW Jets etendering portal, suppliers will be able to access all documentation except for the CSW Data Room. Bidders are required to complete the provided Non-Disclosure Agreement (NDA) before being provided with access details. Documentation includes an Expression of Interest form and a Code of Conduct form which require completing and submitting to the Council as soon as possible. This action follows a state aid requirement. These documents can be provided to the Council via the etendering portal using it Correspondence function.
