Individuals or organisations who are interested in having their name entered on a list of potential contractors are invited to submit an application in accordance with the rules set out below.
Upon examination of the applications received the contracting authority will draw upa list of candidates or potential contractors who may be invited to reply to specific invitations to tender in the future.
Each time a specific contract is to be concluded the contracting authority will send the specifications to all or some of the applicants on the list, selected on the basis of special criteria for the contract concerned.
The list drawn up following this notice will be used solely for contracts whose estimated value is below the thresholds laid down in the relevant EU public procurement Directives.
Inclusion on a list of potential contractors does not guarantee in any way that the contracting authority will invite any contractor to tender for any contract.

III.1)1) Legal form to be taken by the grouping of suppliers, contractors or service providers to whom a contract might be awarded:
All tenderers must provide a Declaration on honour, duly signed and dated by an authorised representative of the tenderer.
Participation is open to all legal entities participating individually or as part of a consortium of candidates or subcontractor.
Any interested economic operator must fill in and sign the Declaration on honour on exclusion and selection criteria. In case of a group of economic operators/consortium or subcontractor, each member of the group or each subcontractor must submit a declaration on honour on exclusion and selection criteria duly signed and dated.

Applicants shall be excluded from participating in a contract if:
(a) they are bankrupt, being wound up or have suspended business activities, their affairs are being administered by the court, they have entered into an arrangement with creditors or similar measures or are the subject of any proceedings of that nature, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;
(b) they have been convicted of an offence concerning their professional conduct by a judgment which is not open to appeal;
(c) they have been guilty of grave professional misconduct;
(d) they have not fulfilled obligations relating to the payment of social security contributions or taxes;
(e) they are guilty of serious misrepresentation in supplying the information required by the authorising department;

IV.3)Selection criteria:
The candidate must have the legal and regulatory capacity to pursue the Professional activity needed for performing the contract, prove a minimum turnover of EUR 65 000 for each of the last three financial years, and present three references for contracts with a minimum value of EUR 15 000 each which are ongoing or have been completed within the last three years.

Economic operators interested in this call for tenders, the object of which is described in point II.1 of this notice, are invited to submit a request to participate.
The request to participate must include:
a) A signed and completed 'Declaration on honour on exclusion criteria and selection criteria' together with the documents requested to prove compliance with the selection criteria (see Section VII — Selection criteria.).

The contracting authority will draw up a list of candidates who meet the selection criteria set out in the Declaration on honour. Each time a contract is to be concluded relating to the field described in point II.1, the contracting authority will invite all the selected candidates to submit a tender. The list resulting from this notice will be used solely for contracts which fall outside the scope of Directive 2004/18/EC of the European Parliament and of the Council.
The first call for tenders stemming from this call for expressions of interest is intended to be launched in November 2021. We recommend therefore that interested economic operators send their request to participate as soon as possible.
