Study on the costs of compliance for the financial sector.
The overall objective of the study is to obtain estimates of the cost of compliance with legislative measures in scope for a cross-industry and cross-country sample of EU financial services companies. More specifically, the study will provide a clear understanding of the scale and nature of the incremental costs of complying with financial regulations that were either introduced (new) or significantly amended after 2007, and of the main drivers of these costs.
The tasks are to be performed at the premises designated by the contractor. A maximum of 3 co-ordination meetings with the contracting authority will be held in Brussels.
The study will analyse the costs of compliance with the EU financial acquis for a sample of companies appropriately representing the various EU financial sectors.
The main tasks to be carried out are:
1. literature, legal and data review;
2. identification of survey and interview candidates;
3. initial development of counterfactual;
4. survey design and execution;
5. questionnaire design and interviews with selected stakeholders;
6. data analysis and reporting of results.

Section IV: Procedure
Tenders will be opened in public session on 26.1.2018 at 14:00 — Meeting room 06/A030 — rue de Spa, nº 2 — B-1000 Bruxelles.
A maximum of 2 representatives per tender can attend the opening of tenders. For organisational and security reasons, the tenderer must provide the full name and ID or passport number of the representatives at least 3 working days in advance to: EC-FISMA-CONTRACTS@ec.europa.eu
Failing that, the contracting authority reserves the right to refuse access to its premises.
Section VI: Complementary information
Within 2 months of the notification to the plaintiff or, in the absence thereof, of the day on which it came to knowledge. A complaint to the European Ombudsman does not have as an effect either to suspend or to open a new period for lodging appeals.
