The Government of the Gambia has received financing from the European Investment Bank (EIB) toward the cost of the Gambia Sustainable Energy Project (GSEP) within the Gambia Renewable Energy Framework and intends to apply part of the proceeds towards the payments under the Contract for Design, Supply, Installation, and Operation and Maintenance of on-grid/off-grid solar photovoltaic (PV) energy systems at up to 1,000 schools and 99 health facilities (including 11 large hospitals) in the Gambia. The Sustainable Energy Services Company, Ltd. (SESCO), jointly owned by the Ministry of Finance and Economic Affairs (MoFEA) and Ministry of Petroleum and Energy (MoPE) of the Gambia, was established for the implementation of this project.

SESCO invites sealed Bids from eligible Bidders for Design, Supply and Installation, and Operation and Maintenance of PV energy systems for:

Lot 1: PV solar energy systems at 11 large hospitals, each to be equipped with: 240 kWh / 100 kWp per site.

Lot 2: PV solar energy systems at 88 health facilities: 10 – 60 kWh / 4 – 24 kWp per site.

Lot 3: PV solar energy systems at 548 schools: (5 – 10 kWh / 2 – 4 kWp per site) regions 1 (Banjul Region), 2 (Western Region), and 3 (North Bank Region).

(Currently only 429 schools have been nominated in Lot 3 as listed in the Bidding Document)

Lot 4: PV solar energy systems at 452 schools: 5 – 10 kWh / 2 – 4 kWp per site regions 4 (Lower River Region), 5 (Central River Region), and 6 (Upper River Region).

The duration of the O&M period is initially established as 60 months from the date of the operational acceptance of the first PV solar energy system. The O&M part of the contract could be further extended for another 5 years period with maximum duration of 20 years subject to the successful implementation of the O&M services and meeting the O&M key performance indicators.

Bidding is being conducted through international competitive procurement using a Request for Bids (RFB) as specified in the EIB’s Guide for the procurement of services, supplies, works and concessions managed by the EIB, 19 February 2018 (“EIB’s Guide to Procurement”), and is open to all eligible Bidders as defined in the EIB’s Guide to Procurement. International competitive bidding will be conducted in accordance with the Bank's One-Stage, Two-Envelopes Bidding Procedure.

A complete set of bidding documents in electronic version as a non-editable PDF file in English may be received by interested Bidders upon sending an email. The document will be sent by e-mail.

All Bids must be accompanied by a separate Bid Security for every lot, that a Bidder applied for:

Lot 1: Euro 50,000.00

Lot 2: Euro 60,000.00

Lot 3: Euro 110,000.00

Lot 4: Euro 90,000.00

Bids, in two hard copies and one copy in electronic form in the PDF format with Price Schedules in Excel file (along with pdf version), must be delivered to the address given at the end of this invitation by October 31, 2023, 2 p.m. (The Gambia time). Electronic bidding will not be permitted. Late bids will be rejected.

Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address given above on October 31, 2023 at 2:00 p.m. (The Gambia time).
