Notice of call for expressions of interest

 2.Procedure for submission of requests:

The objective of this call for expressions of interest is to formulate a list of pre-selected candidates for donation of reusable and recyclable goods to non-profit organisations based in one of the European Union countries and having humanitarian, social, educational, training, charitable or environmental purposes. The expressions of interest should be submitted electronically to the following address: clearly indicating in the subject the following reference number of the procedure: JRC/IPR/2017/R.I.3/0136/AMI. Inclusion on the list entails no obligation on the part of the contracting authority concerning the conclusion of contracts.
 3.Information and documents to be provided:

Interested parties should provide their full contact details in their expression of interest. The supporting evidence to be provided for the evaluation of the selection criteria are indicated in point 11. Candidates shall provide a declaration of honour to be found on the following website: attesting that they are not in one of the situations of exclusion listed therein. The declaration is to be duly signed and dated by an authorised representative. In case of doubt, they may be requested to provide supporting evidence of non-exclusion.
 4.General description of the procedure:

Interested parties are invited to submit an expression of interest in accordance with the rules stipulated in this notice. The contracting authority will formulate a list of pre-selected candidates who meet the criteria stipulated in point 11. The candidates will be ranked according to chronological order of receipt of their application in accordance with the provisions stipulated in point 11 of this notice. Should several applications be received on the same day, these candidates will be ranked in randomly extracted order. The invitation of candidates will be according to the principle of rotation following the ranking on the list so that each candidate on the list will be given an equal opportunity to be invited over time. The first invitation starts on the top of the list. Each time a contract is to be concluded relating to the field described in point 7, the contracting authority will send the candidate whose turn it is an overview detailing the nature and volume of goods to be collected (the goods will be indicatively given to groups of 5 to 10 pieces at a time), accompanied by a draft contract. The candidate will be requested to confirm their interest in writing. Should this candidate confirm, the contracting authority will send the contract for the specific field in question. Should the candidate partly or fully decline the request, they shall give reasons for refusal and the Commission shall be entitled to send a request to the next candidate on the list.
 5.Protection of personal data:

Should the expression of interest involve the registration and processing of personal data (such as name, address and CV), such data shall be processed in accordance with Regulation (EC) No. 45/2001 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data. Unless indicated otherwise, your reply to this notice and any personal data requested are required for the purposes indicated above in point 4 and will be processed solely for those purposes by the contracting authority indicated in point 1, which is also acting as data controller.  6.Use of the list compiled as a result of this notice:

The list resulting from this notice will be used exclusively for public procurement contracts of the following type: service contracts below EUR 134 000 per year.
 7.Full description of the field covered by the call for expressions of interest:

Area: ICT equipment including computers, laptops, monitors, etc. Estimated annual quantity:
— About 200-400 computers per year, at least 4 years old, generally equipped with keyboard, mouse and cables,
— About 50-100 monitors, at least 6 years old.
Estimated annual quantity: an increase can be expected over the following years from 1 to 50 items per year.
Most equipment ends there as a replacement policy and is working, but some could be broken. It is important to note that there is no support. All computer hard disks have been cleaned and formatted for security reasons and are without an operating system.
 8.Place and conditions of delivery:

The goods will be donated under the following conditions:
1. The candidates will collect the goods on their own resources and staff and under their responsibility from the Joint Research Centre (JRC) at Ispra (VA);
2. The goods are collected in their present condition, which is reusable or recyclable. The goods are not packaged;
3. The candidates undertake to use the goods only for projects of humanitarian, social, charitable or environmentally friendly nature;
4. The candidates undertake to comply strictly with all applicable regulations on environmental protection, including the disposal of part of the goods should this be necessary and to cover any costs related thereto.
5. Any customs costs or VAT amounts to be paid are under the responsibility of the candidate. The goods are available at the JRC-Ispra buildings, located at the address indicated under point 1.
 9.Expiry date of the list resulting from this call for expressions of interest:

The list resulting from this notice is valid for 4 years from dispatch of this notice to the Publications Office. Interested parties may submit an application at any time prior to the last 3 months of validity of the list.
 10.Exclusion criteria:

Candidates who are in one of the situations listed in paragraph I (Person's exclusion situation), (1) from a) to g) of the declaration of honour referred to in paragraph 3 of this call for expressions of interest, will be excluded from participation.
 11.Selection criteria:

a) Criteria relating to financial and economic capacity: not applicable.
b) Criteria relating to technical and professional capacity:
— description of the organisation:
—— type of association, providing evidence of being a non-profit organisation (for instance articles of association or equivalent, etc.),
—— field of their activity and in particular their social, humanitarian, education, training, charitable or environmental purposes;
— description on how the goods collected from JRC-Ispra will be used or can serve the purpose of the candidate's activities as stated in point 8.3 above. This description will be used as a commitment by the participant not to use in any way the goods received for commercial purposes. All documents mentioned above must be dated and signed by an authorised representative of the organisation.
