7 contractors for the provision of consultancy services (to support the design and/or implementation of reforms) in one or more of the MS in one or several of the following policy areas:

— Governance and Public administration including digital administration,

— Revenue administration and Public Financial Management,

— Growth and business environment,

— Labour market, health, social services, education, pensions,

— Financial Sector and Access to finance.

The support may require targeted expertise in areas such as e.g. health, taxation, energy, environment and will be funded mainly by the SRSP (Regulation (EU) 2017/825 of the EP and of the Council, as last amended).

The types of services provided under this framework contract may cover support for reform in any reform policy area related to cohesion, competitiveness, productivity, innovation, smart, sustainable, and inclusive growth, jobs and investment.

II.2.14)Additional information

SRSS envisages the publication of an Open call for tenders. Participation is open on equal terms to all natural and legal persons (sole tenderers or consortia of economic operators) within the scope of the Treaties, to all natural and legal persons established in a third country which has a special agreement with EU on procurement, to WTO GPA Member states and intl.org. Subcontracting is allowed.

Structural Reform Support Service within the Secretariat general of the European Commission is in charge, among others, of the implementation of the Structural Reform Support Programme (Regulation (EU) 2017/825, as last amended) for the provision of tailor-made assistance to Member States, upon their request, to support them in the design and implementation of institutional, administrative and growth-sustaining structural reforms and, in this context, also helps them make an efficient and effective use of relevant Union funds.
