II.2.4)Description of the procurement:
The purpose of this contract is the preparation and implementation of the EWCS 2024. It aims to meet three key objectives:
1. collecting data on job quality and quality of working life:
— face-to-face, to allow for comparison with previous editions of the EWCS,
— online, to allow assessing mode differences and to link the existing face-to-face time series to a possible future online time series;
2. testing push-to-web designs:
— test the optimal questionnaire duration for the online questionnaires,
— test the effectiveness and efficiency of recruitment and reminder strategies and modes, including the use of incentives,
— collect data on the offline population (those invited to complete the survey online but unable or unwilling to do so);
3. testing a panel design:
— test the effectiveness and efficiency of recruitment and reminder strategies and modes.

Description of options:
The European Working Conditions Survey 2024 (EWCS 2024) will cover all European Union (EU) Member States. Subject to the availability of funding it may also cover some or all of the following: the seven Candidate and Potential Candidate Countries (CPC; Albania, Bosnia and Herzegovina, Kosovo, the North Macedonia, Montenegro, Serbia, and Turkey), Norway and Switzerland.
Note that the part of the service related to the Candidate and Potential Candidate Countries, Norway and Switzerland is considered by Eurofound as an ‘option’ – i.e. quantitative extras, ancillary to the main purchase and which are optional for Eurofound which has the right to buy them or not.
The test of upfront recruitment into the panel of online target respondents might be deployed in some or all countries (as decided by Eurofound) if the push-to-web variant is selected to be implemented.
With regard to the respondents in the online segment, the four online follow-up waves might be carried out in some or all countries (as decided by Eurofound), either by Eurofound itself – in which case the contractor is required to transfer the contact details of the consenting respondents – or by the contractor.
