The European Parliament has decided to launch an invitation to tender to provide back-up transport for a certain number of peak-time hours for transporting members of the European Parliament during their term of office by means of limousines and minibuses with driver, for journeys between the European Parliament buildings in Strasbourg and the airport or railway stations serving the city (Offenburg station included) and vice versa, and in the city of Strasbourg and surrounding area within a radius of 20 km during parliamentary sessions, or for other possible events organised by the European Parliament in the city.

II.2.4)Description of the procurement:

Rental of vehicles with driver, during predefined time bands, for transport in Strasbourg and surrounding area (airport, Offenburg station), within the framework of the parliamentary activities in Strasbourg.

The indicative volume is 720 hours per week, employing 40 vehicles, for 12 weeks per year.

The maximum value of the framework contract will be determined on the basis of the unit price multiplied by the estimated hourly volume over the duration of the contract, after application of a factor of 1.15 to account for unforeseen variations in requirements.

— minimum annual turnover of 750 000 EUR, achieved in the field covered by the contract to be awarded (transport of key figures by limousine), during the past 2 financial years for which accounts have been closed,

— professional risk insurance.

List and brief description of selection criteria:

The tenderer must have sufficient technical and professional capacity to perform the contract in compliance with the contractual provisions, taking account of its value and scope.

Minimum level(s) of standards possibly required:

— at least 2 years' experience and satisfactory references for services similar to those in the contract in question,

— a fleet of owned or permanently leased vehicles, consisting of at least 20 limousines and 20 minibuses at the time of tender submission,

— the capacity to have a sufficient number of experienced drivers and administrative and managerial staff to meet contractual obligations from the start of the framework contract.

It is possible to use the capacities of other entities, in particular through the grouping of economic operators or subcontracting.
