II.2.4)Description of the procurement:

This contract will be supporting the establishment of a modern and coherent external audit function in Somalia (consistent with the emerging federal framework of governance) by providing TA services to the Office of the Auditor General of Somalia (OAGS). A component of the contract will be dedicated to enable the continuation (and enhancement) of EU’s engagement, on behalf of all Somalia donors, in the Financial Governance Committee (FGC).

Provision of TA services, training and skills development will support the implementation of OAGS Strategic and Operational Plans e.g. support to execution of (and reporting on) annual financial, compliance and special audits (e.g. forensic, ICT) of government activities; quality assurance processes; capacity building activities etc.

Support to the FGC will consist of strategic advice and TA – delivered through a combination of dialogue, stakeholder engagement, formal advisory notes, contract reviews, and commissioned TA - in areas covered by the FGC ToR and include fiscal issues, contracts and concessions, natural resource management, and central bank governance.
