 7.Contract description

The scope of this contract includes the provision of technical assistance to the contracting authority in order to assist enterprises along the Litani River Basin to meet the national environmental standards in a cost effective manner. It also includes the provision of business advisory services to the targeted enterprises in need for a loan to execute the recommended environmental actions. Clients who have no previous experience of the formal banking sector will need help to prepare cash flow projections, and loan applications to ESFD partner banks with the necessary follow up.

Regulation (EU) No 236/2014 of the European Parliament and of the Council of 11.3.2014 laying down common rules and procedures for the implementation of the Union's instruments for financing external action and the European Neighborhood Instrument (Regulation (EU) No 232/2014 of the European Parliament and of the Council of 11.3.2014 establishing a European Neighborhood Instrument (OJ L77/27 of 15.3.2014).
Please be aware that after the United Kingdom's withdrawal from the EU, the rules of access to EU procurement procedures of economic operators established in third countries will apply to candidates or tenderers from the United Kingdom depending on the outcome of negotiations. In case such access is not provided by legal provisions in force, candidates or tenderers from the United Kingdom could be rejected from the procurement procedure.
