Development and initial operations of the Galileo Reference Centre (GRC); in the frame of the initial operations, it became necessary to procure unidirectional network devices (data diodes) compatible with optical fiber capability for use within the GRC operational networks (unclassified and classified).
In the frame of the initial operations of the Galileo Reference Centre (which are provided in the frame of specific contract 2 under the framework contract GSA/OP/20/15), it became necessary to procure unidirectional network devices (data diodes) compatible with optical fiber capability for use within the GRC operational networks (Unclassified and Classified).
In the hosting agreement on the GRC with the Netherlands (NL), NL were asked to deliver an area within the GRC classified up to Restreint level specifying that such area might be accredited at Secret level in the future. However, NL installed a Faraday cage within the GRC to house the classified operational infrastructure, thus ensuring protection of EU Classified Info against compromise through unintentional electromagnetic emanations. In order to utilise this cage without compromise and in order to adhere to the tempest measures,it was necessary to implement the classified operational network using optical-fiber network media.When the GRC tender was launched, it was not yet known that the GRC would be delivered with its classified operational network built with the use of optical fiber cabling. Therefore, it was considered that the provision of diodes built with the use of standard copper Ethernet cabling (as proposed by the Contractor) would be compliant with tender requirements.
