Engineering, Procurement and Construction Package of Works Relating to the CELTIC Interconnector Project between France and Ireland
The electrical interconnection project consists of the construction of an HVDC 700 MW link.
The scope include the design, manufacturing, construction, commissioning and operation of HVDC cables systems and converter stations for the interconnection between France and Ireland. It also includes the connection to the HVAC network.
HVDC power cable of a total length of approximately 575 km between (Ireland) and (France). The interconnection consists of 2 HVDC cables.
These works for terrestrial sections (approximately 40 km in France and 35 km in Ireland) and for the submarine section (approximately 500 Km), consist of:
— cable manufacturing,
— terrestrial civil works execution and installation,
— submarine installation.
The project team is working on the allotment strategy of the submarine, underground cable systems, installation and civil works.
The overall scope includes the design, engineering, procurement, manufacturing, supply, transportation, testing, installation, commissioning, construction, spare provision, warranty and maintenance.
MIND and XLPE technologies are under consideration at this stage.
Candidates interested in participating in this tender will be invited to attend the ‘Supplier Event’ which may be taken place from 20th to 22.1.2020 in order to present the project and exchange information on the best way to execute it (technologies, materials, execution procedures, Allotment, etc.).

CELTIC Interconnection France and Ireland — Converter Stations
The supplier will provide works with regard to the construction, installation and manufacturing of the 2 converter stations. 2 HVDC Voltage Sourced Converter VSC converter stations in France and in Ireland. Each station consists of 2 main buildings that house the power units (the AC to DC converters).
The scope includes the design, engineering, procurement, manufacture, supply, transportation, installation, construction, testing, commissioning, spares, warranty and maintenance of the converter stations.

Candidates interested in participating in this tender will be invited to attend the ‘Supplier Event’ which may take place from 20th to 22.1.2020 in order to present the project and exchange information on the best way to execute it (technologies, materials, execution procedures, etc.).
To attend this event, candidates must send their expression of interest (EOI) via the e-procurement platform Bravosolution (https://rte-france.bravosolution.com) on RFI number 19013.
A questionnaire related to the project will to be sent to interested suppliers at a later stage (after the closing of this PIN) and following the return of signed mutual non-disclosure agreement which is to be returned within 5 working days after the receipt.
Time-limit for receipt of ‘Expressions of Interest’ will be no later than 2.12.2019 at 17.00 (French Time).
Final submission date for questionnaire will be no later than 6.1.2020 at 17.00 (French Time).
This documentation will provide the basis for conversation and the exchange of information at the supplier event. Therefore, candidates should take into account the above mentioned in order to present their alternatives and skills/technical abilities to perform works through the completion of the HVDC cable activities or converter functional requirements questionnaires.
Note: this is a market research exercise and not the commencement of the formal procurement process. This process will formally commence at a later date following the publication of the contract notice in the OJEU. This procurement shall be divided into lot and full detail of the lots shall be provided as part of the contract notice.
