Die Umweltplanung ist nachträglich in die Anteile des baurechtlichen Verfahrens §18 AEG und §22b AEG aufzuteilen.

Eine Fremdvergabe wäre aufgrund der Komplexität nur mit sehr hohem Aufwand durch den Dritten und damit unwirtschaftlich möglich.

Ein zu beauftragender dritter Planer müsste zur Leistungserbringung sämtliche Grundlagen und Schnittstellen neu nachvollziehen, was zu zeitlichen Verzögerungen und zusätzlichen Kosten führen würde.
