The tender contest is for a framework agreement for medicines and multi-dose packing for the municipalities in the OFA Co-operation. Based on statistics for 2020 that were obtained from the current contract supplier, the annual scope is estimated to be approx. NOK 8.2 million excluding VAT. The contract will be valid for up to NOK 60 million excluding VAT over the contract's lifetime.

The estimated scope is based on previous procurements and is uncertain. The scope is meant as an indication of the contract's size, and is not binding for the contracting authority nor does it give any rights to the tenderer.

III.1)Conditions for participation
III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
List and brief description of conditions:

ESPD: Tenderers must fill in an ESPD Form as provisional documentation of fulfilment of the qualification requirements and that there are no reasons for rejection and that any selection criteria are fulfilled.

-Commitment declaration on the use of sub-suppliers/collaboration partners: If a tenderer would like to rely on sub-suppliers or collaboration partners to fulfil the requirement qualifications for economic and financial standing.

- Company registration certificate: Tenderers must be a legally established company: Company registration certificate, not older than one month from the deadline for applications.

III.1.2)Economic and financial standing
List and brief description of selection criteria:

- Tax and VAT certificate: Tenderers must have their tax and VAT payments in order. Companies liable for tax and duties in Norway: Tax and VAT certificate, not older than six months, calculated from the deadline for application for pre-qualification.

Companies who are liable for tax and duties abroad shall submit an equivalent certificate as mandated by the legislation in the country where the tenderer is registered as a company.

-Requirements for the tenderer's economic and financial capacity: Tenderers must have sufficient financial capacity to fulfil the contract obligations. The contracting authority will obtain a credit rating of tenderers itself. The contracting authority reserves the right to obtain supplementary information on the tenderer's finances.

III.1.3)Technical and professional ability
List and brief description of selection criteria:

-Environmental considerations and ethics: The contracting authority wants to pursue an environmentally friendly and sustainable procurement policy. Tenderers must document that an environmental management system has been established, which at least contains routines for addressing the following elements:

• System for the company´s environmental targets and environment policy.

• Competence strategy for the environmental field.

• Procedures for the execution of the delivery in an environmentally appropriate manner.

Tenderers must enclose an account of existing routines that document that the requirement is met. A declaration from the company may be submitted which describes how the routines have been implemented and how they function. The submission of a valid certificate is sufficient in cases where the procedures are described in the organisation's quality or environmental management system, in accordance with the Eco-Lighthouse Programme, ISO 14001, EMAS or an equivalent system verified by a third-party.
