Teignbridge District Council (‘the Council’) is an award winning positive pro-active supporter and facilitator of Custom and Self-Build housing (‘CSB’).

The Council seeks to procure a development partner to deliver a high quality and innovative custom build residential development at a Council owned site known as Howton Field to the west of Newton Abbot (‘the Site’) in return for a capital receipt.

II.2.4)Description of the procurement:

To be awarded the contract the successful bidder will have to demonstrate that they have the creativity and commitment to deliver a quality-led residential scheme of up to 20 homes of which at least 20 % will be affordable homes for local people. The partner will be expected to progress the development opportunity, bringing the expertise to carry out successful marketing and securing sales, obtaining reserved matters approvals pursuant to an existing outline planning permission in partnership with the custom build plot purchasers, and undertaking the scheme’s construction, including construction of all infrastructure and the customised homes. The Council expects to receive an agreed capital receipt for the land from the developing partner.

Tender proposals need to explain:

— the developer’s proposals for the scheme including approach to ensuring customisation of homes, in view of the established design code,

— the management and site teams involved and their experience in delivering custom build residential and other relevant development,

— the deal structure and how this relates to scheme commercial viability,

— the anticipated delivery programme.
