II.1.4)Short description:

The EIF is launching this procurement procedure in anticipation of increased volumes and corresponding fluctuations in KYC related tasks to be handled in the context of upcoming and recurring KYC periodic reviews and other remediation exercises with typically ambitious deadlines. In general terms, the lot 1 will include a variety of KYC and compliance related tasks as well as tax compliance, but predominantly ensuring the KYC Documentation for EIF counterparties is complete and up to date. Under the lot 2 it is requested to provide specialist advice to assist the EIF KYC team with either ad hoc regulatory or other queries in the compliance field or to strategically assist with the further development of the EIF KYC function in line with market best practice. The Head of EIF KYC and head of Compliance Transaction Unit where applicable will supervise the service providers awarded a framework agreement.

Procurement of specialised services to assist the EIF KYC/Compliance Transaction Units with execution of recurring KYC tasks and other compliance related tasks (incl Tax Compliance) attributed to the 1 line of defence (LOD) and/or 2 LOD. Following the procurement procedure, in each lot the EIF will sign a framework agreement with the qualified service providers (min. 2 (two) and max. 3 (three) provided that a sufficient number of admissible tenders have been received) capable of providing the services on the basis of the EIF framework agreement template (see Annex 6). Implementing contracts (see template in Annex 8) under a framework agreement will be awarded through reopening of competition mechanism (see Section 6.4 of the Terms of Reference (TORs)). The service providers awarded a framework agreement will have to comply with the EIF rules and regulations and especially with the EIF GTCs (see Annex 7). Additional or different terms and conditions shall not apply. Service Providers’ attention is drawn to the fact that the conclusion of a framework agreement between the EIF and a successful service provider does not oblige the EIF to contract the service provider with regard to the services listed in these TORs.
