Developer Consultancy Framework
This framework is intended for appointed suppliers to provide comprehensive developer services ranging from planning consents, construction design, contractor procurement, management, to marketing and disposal. There may be calls for further competition throughout the course of the framework, where eligible contracting authorities may also raise jobs for independent development services to facilitate a project, such as architecture, or generating schemes for the procurement of Contractors.
The types of projects covered by this framework could include:
— residential development and housing,
— emergency accommodation for displaced families and individuals,
— other public buildings including libraries,
— institutional premises including universities and colleges,
— commercial projects,
— entertainment complexes,
— urban and city centre regeneration,
— industrial and mixed use developments,
— retail, leisure, educational development; as well as associated infrastructure.
Eligible Contracting Authorities are throughout the entire UK. However, it is not mandatory for suppliers to cover the whole region. Terms detailed in contract documents.
A list of eligible Contracting Authorities that may use this framework is available with the procurement documents, which will be published with the ITT. It includes central government departments and their arm's length bodies and agencies, non-departmental public bodies, NHS bodies, local authorities, registered providers, health, police, fire and rescue, education, charities and devolved administrations.
This contract opportunity is not divided into lots. Although services may be drawn down on an independent basis, developers are expected to provide a range of comprehensive solutions as may be required to manage and facilitate the development process from start to finish. Any organisation, or consortium, can apply to be a supplier if they can deliver all of the required services. These are listed below:
— building surveying,
— cost consulting,
— site acquisition and land assembly,
— project management,
— raising of development finance,
— design development and management,
— phasing strategy,
— obtaining planning permission,
— design and procurement of infrastructure,
— sales and marketing,
— structuring of development risk and reward,
— Construction Design and Management (CDM) Coordination,
— Contractor/sub-contractor construction procurement.
Suppliers can register interest at the online address provided, and will be contacted when the ITT is published.
Section III: Legal, economic, financial and technical information
Appointment to the framework is pass or fail, based on suppliers meeting the relevant criteria. This includes completeness of the provided pricing schedule, as well as minimum standards of health and safety (such as registration on an SSIP scheme), self certification the supplier is a going concern, and satisfies the requirements regarding mandatory or discretionary exclusion. This establishes a minimum standard for appointment to the framework, whilst there may be a competitive quality and price weighting on a per job basis.
A pro forma copy of the framework contract is included with the tender documents. This outlines the conditions of performance, including KPIS, standards of workmanship and how the call-off process will work.
Section IV: Procedure
Tenders are accessed online by the Principal, and authorised representatives only. Admin log in to the online service to retrieve tenders is security protected, and granted only to authorised persons.
At the submission deadline for the tender the suppliers submission will be locked, and turned to a file download for records and evaluation purposes. All conditions of confidentiality are included in the tender documents also.
Tenders will be evaluated in accordance with the conditions laid out in the tender documents, by representatives of Mi Concepts.
