Section II: Object
Installation and operation of an automatic euro banknote dispenser in the Jacques Delors building
The objective is to allow the members, staff and visitors of the Committees to access an automatic euro banknote dispenser. The concessionaire will not be required to pay a fixed financial contribution in exchange for the spaces made available for the installation of the automatic banknote dispenser. The contracting authority does not guarantee any minimum threshold of use or turnover. Pertaining to service concession, the contracting authority will transfer all the risks related to the operation of these services, including the risk related to the fluctuation of demand of the offer or both to the contractor. The contractor will assume the operating risk, including the absence of a guarantee to write off the investments made or the costs incurred during the operation of the concerned services. The contractor will be remunerated solely by the right to collect a fee from the end users.

Section III: Legal, economic, financial and technical information
The tenderer must:
1) be enrolled on the appropriate professional or trade register;
2) meet the operating conditions imposed by the competent supervisory authorities in Belgium, and have all the necessary authorisations to execute the services required in the said country, proving that it can fulfil the purpose of this contract;
3) indicate the members authorised to represent it in its relations with third parties and in legal matters.

A maximum of 2 members per firm will be allowed entry. The names and positions of the members who will visit must be communicated to the head of the unit by 3.2.2020, by e-mail to the following address: email@example.com
Section VI: Complementary information
An optional site visit will be organised at the tenderers' request between 13.1.2020 and 24.1.2020 at the following address:
European Committee of the Regions, Rue Belliard 101, 1040 Bruxelles, BELGIUM.
The date and time of the visit will be communicated individually to each candidate.
A maximum of 2 members per firm will be allowed entry. The names and functions of the members who will take visit must be communicated to the head of the unit by 20.1.2020, by e-mail to the following address: firstname.lastname@example.org
During the visit, participants will have the opportunity to learn about the site and ask technical and administrative questions.
In accordance to transparency and equal treatment requirements, all answers to the questions asked during the visit will be communicated to all candidates.
