Section IV: Procedure

IV.1)Description
IV.1.1)Type of procedure
Award of a contract without prior publication of a call for competition in the Official Journal of the European Union in the cases listed below
  • The procurement falls outside the scope of application of the directive
Explanation:

The Radiology Department and Department of Cardiology Intervention at Stavanger University Hospital intend to enter into a contract with EPS Vascular AB for purchase of consumables and equipment for intravascular shock wave lithotripsy ((Extracorporeal shock wave lithotripsy, ESWL). The equipment will be used for treatment of peripheral vascular disease and coronary arteries.

Arterial stenoses caused by arteriosclerosis can usually be treated endovascularly with percutaneous transluminal angioplasty (PTA), possibly in combination with a stent. Eccentric nodular calcified plaques an are exception where one often does not achieve a satisfactory result.

By performing intravascular shock wave lithotripsy (ESWL) it is possible to break up the calcification in these plaques and achieve a satisfactory vascular lumen after percutaneous transluminal angioplasty (PTA). To the best of our knowledge, EPS Vascular AB is the only supplier who can supply catheters and associated generators for intravascular shock wave lithotripsy.

Based on this conditions a call for tenders cannot be implemented and the terms in the Public Procurement Regulations' § 13-4 first section, letter b, no. 2 are therefore fulfilled.

Objections to signing of this contract should be submitted within ten days after publication of this voluntary ex-ante transparency notice.
