II.2.4)Description of the procurement:
The contracting authority is the Norwegian Agency for Public and Financial Management (DFØ). The Norwegian Agency for Public and Financial Management (DFØ) invites tenderers to an open tender contest for new framework agreements for payment and account holding services with accompanying supplementary contracts for governmental entities.
DFØ would like to enter into framework agreements for payment and account holding services with accompanying supplementary contracts with three banks, provided that there are a sufficient number of suitable tenderers and tenders.
This notice is for deliveries of payment and account holding services for all government entities.
The contracting authority estimates that the number of transactions during a six year framework agreement period will be approx. 600 million within the government's group account scheme and tax payment scheme. The value of the delivery can be up to approx. NOK 250 million, however this does not include the value connected to foreign currency exchange. The government's volume of foreign currency exchanges in the coming years is uncertain, but we expect that the volume of foreign currency exchanges calculated in NOK will be between NOK 600 billion and NOK 700 billion over a six year framework agreement period. DØF does not currently have a figure basis to calculate the framework agreement value for the expected foreign currency exchange.

III.1)Conditions for participation
III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registersList and brief description of conditions:
The bank must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Norwegian companies must present a company registration certificate as documentation. Foreign companies must document the requirement through verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
The bank must have the requisite licences to operate as a bank in Norway.
The bank must document fulfilment of this requirement by a licence from the Norwegian authorities, or an equivalent licence issued within the EEA area.
III.1.2)Economic and financial standingList and brief description of selection criteria:
The bank must have sufficient economic and financial capacity to fulfil the contractual regulations.
The bank must document its credit worthiness with a credit rating from a rating company.
The bank that will be the provider in the framework agreement, with the accompanying supplementary contracts, except the supplementary contract for foreign currency accounts, must have a credit worthiness that is on a level that is minimum equivalent to BBB at the rating company Standard & Poor, or BAa2 at the rating company Moody's.
The bank that will also be the provider for the supplementary contract for foreign current accounts must have a credit worthiness that is on a level that is minimum equivalent to A- at the rating company Standard & Poor, or A3 at the rating company Moody's.
Minimum level(s) of standards possibly required:
Creditworthiness must be at a level that as a minimum corresponds to score BBB at the rating company Standard & Poor's or score Baa2 at the rating company Moody's.

The bank must have experience from similar, major assignments within payment and account holding services. As documentation, the bank must present a list of relevant experience of dealing with major customers in the last three years.
