II.2.4)Description of the procurement:

The aim of the procurement is to cover the Psychological Institute's need for test and analysis of DBS samples.

The need can be split into two, but must be covered by one total tenderer.

A) Delivery of DBS home test sets for the collection of dried blood from finger tips continually, preferably from December 2021, as needed in the research projects for the Centre for Life Long Changes in the Brain and Cognition (LCBC) (financed by NFR and the EU).

B) Reception, analysis, and reporting of DBS samples ('dried blood spot samples').

There is a need for test sets and analyses of the following biomarkers: 'Total cholesterol, Fatty acid profile, 25-OH-vitaminD3, HbA1c, hsCRP, Cytokines Interleukines by multiples Proteomics, Comprehensive lipidomics, MMA, Homocystein, Free Amino Acids, Stress hormones (steriods), mBDNF, IGF-1, Minerlas by ICP-MS suPAR, Soluble transferrin receptor (sTfR), Tau, Heavy metals'.

Explanation:

The Psychological Institute at the University of Oslo needs to enter into a contract with one tenderer for specific DBS test sets and analyses ('dried blood spot samples').

The University of Oslo has only identified one supplier that can fulfil its need, Vitas AS.

The University of Oslo published a prior information notice on 05.11.2021 in Doffin and TED, where the tender documentation was put out for a hearing and suppliers were invited to a market dialogue. Only Vitas registered that they could fulfil the need. We therefore concluded that the terms for making a procurement without a contest are fulfilled the procurement concerns services that only a specific supplier can provide as 'competition is impossible due to technical reasons', cf. the PPR section 13-4 b.

Any objections or questions about the award of contract must be sent to innkjop@admin.uio.no with a copy to jonbru@admin.uio.no. If no real objections are received within ten days, calculated from the day after the date of this notice, a contract will be signed with Vitas AS.

The need that must be covered is test sets and analyses of blood samples (DBS). There is a need for test sets and analyses of the following biomarkers: 'Total cholesterol, Fatty acid profile, 25-OH-vitaminD3, HbA1c, hsCRP, Cytokines Interleukines by multiples Proteomics, Comprehensive lipidomics, MMA, Homocystein, Free Amino Acids, Stress hormones (steriods), mBDNF, IGF-1, Minerlas by ICP-MS suPAR, Soluble transferrin receptor (sTfR), Tau, Heavy metals'.

The tenderer must sent the analysis results to LCBC via Nettskjema (connected to TSD) for information security and personal protection reasons. Employees at the tenderer who will send data will be sent an invitation to a Nettskjema administered by LCBC where documents and a description of documents can be attached.

The tenderer and any sub-suppliers must be approved in the regional ethical committee (REK), and if samples must be sent abroad, all the participants must consent to this before the tenderer can be used (this is something we cannot control or know about in advance). The contracting authority reserves the right to reject or not use the tenderer and any sub-suppliers that cannot fulfil this requirement. If the contract cannot be used as intended due to this, the contracting authority can terminate the contract.

The language requirement for the contract and tender is Norwegian, but technical and scientific descriptions/content/annexes will be accepted in English if this is the custom, or if they are not available in Norwegian.
