Software for Compound Ordering and Small-scale Compound Registration for Dry Powders
A software solution shall be purchased that enables the sponsor to manage a set of 140 000 small molecules. These compounds are stored in the automated storage system Verso M2 from Hamilton Storage GmbH. The software shall also allow the sponsor’s collaborators to order compounds that are reformatted into microtiter plates. Furthermore, supporting information about these chemical compounds shall be made available to the collaborators. Additionally, a web-based tool enables the sponsor’s collaborators to register small numbers (in the range of dozens to hundreds) of solid compound samples in the software and to send those compounds to the sponsor. Options include first-level support for additional 5 years, software-interfaces for the control of liquid-handling workstations, and software-interfaces for the automated retrieval of data. The detailed technical specification of the software interfaces will be part of the negotiation procedure.
— The software needs to run on a central server system. This server may be located at the service provider (in this case the server must be located within the European Union for data protection reasons) or can be located at EU-OPENSCREEN facilities and be maintained remotely by the service provider/software manufacturer. This is subject to negotiations.
— The interaction with the users must be possible from different locations using a secure web browser access. The software must use a role-based user management, which gives the different users the corresponding rights to view compound structures, initiate compound orders, register new compounds and add reference data of the compounds.
— A user training must be included.
— At least three users must have administrative privileges, which allows them to register new users, register new compounds by conducting a batch import of many compounds at once, and add reference data to the compounds.Up to 50 user shall have the possibility to initiate compound orders and download reference data of the compounds.
— The software must possess an algorithm for standardising the structures of chemical compounds. This algorithm must create a report about potentially erroneous compound structures. The software must allow to import alternative chemical structure representations (e.g. from a software that uses a different algorithm for structure standardisation). The original compound structure at the time of registration must always remain available.
— The users with administrative privileges must be able to define any number of reference data fields. These data fields may contain data sheets of quality control reports (NMR or LC-MS spectra in the form of PDF documents or numeric tables), fluorescence and absorbance spectra (numeric tables or images). Batch import must be possible for these reference data.
— Functionality of the software for at least 10 years after purchase.
— First level support via email or telephone over a period of 5 years must be included in the offer. The reaction time of the first-level support shall not exceed 24 hours.
— Options include first-level support for additional 5 years, software-interfaces for the control of liquid-handling workstations. The detailed technical specification of the software interfaces will be part of the negotiation procedure.
First level support for the software for 5 years. Further support can be subject to negotiations.
If more than 3-5 applicants have submitted proper applications and proofed elegibility, candidates to be invited to submit a tender are selected by comparability of submitted references to the subject of the tender according to:
— number of references on supply of software for chemical or biological samples using an automated sample storage system: one to three references 3 points, more than three references 4 points;
— number of references on supply of software for registration of chemicals (small chemical molecules up to 1 000 MW): one to three references 2 points, more than three references 3 points;
— one ore more references on supply of a software combining management of chemical/biological samples on the one hand and tool for small scale registration of new chemical compounds/biologicals on the other hand: 1 point.
In total up to 8 points can be achieved. Applicants with the highest score are invited to the tender. In case of point equality decision will be made by lots.
— Additional software interface for integration of liquid handling workstations.
— First-level support for additional 5 years.

1) Self-declaration on grounds for exclusion according to 123 GWB, § 23 des Gesetzes über zwingende Arbeitsbedingungen bei grenzüberschreitenden Dienstleistungen (AEntG), § 21 des Gesetzes zur Regelung eines allgemeinen Mindestlohns (Mindestlohngesetz — MiLoG), § 98 c Gesetz über den Aufenthalt, die Erwerbstätigkeit und die Integration von Ausländern im Bundesgebiet (Aufenthaltsgesetz -AufenthG), § 21 des Gesetzes zur Bekämpfung der Schwarzarbeit und illegalen Beschäftigung (Schwarzarbeitsbekämpfungsgesetz– SchwarzArbG)
2) Self-declaration on facultative grounds for exclusion according to § 124 GWB;
3) Extract from Trade Register.
Notice: on request of the contracting authority, certificates and other forms of evidence of self-declaration (clearance certificates of the tax office and the social security institutions) are to be provided. The contracting authority is entitled to request an extract from the Gewer-bezentralregister.
Self-declarations according to III.1.1), III.1.2) and III.1.3) shall be submitted with the application within the form ‘Self-declaration of eligibility and absence of grounds for exclusion’.
1) Self-declaration on turn-over (clear) in total and turnover (clear) with software for compound ordering and small-scale registration (2019, 2018, 2017 if 2019 is not completed 2018, 2017, 2016).
List of comparable services in the last 3 years (delivery of software for chemical compound ordering and small-scale registration) with details about recipient, net order value, period of performance and description of the service with information on:
1) description (in particular type of substances, type of automated store);
2) has the registration of chemicals (small chemical molecules up to 1.000 MW) been part of the software?
3) have both functionalities management of chemical/biological compounds on the one hand and tool for small scale registration of new chemical com-pounds/biologicals on the other hand been part of the software? (Recipient and net order value can be described abstractly by specification of the economic activity of the recipient or scale of the order value.)
At least one reference on the delivery of a software for compound ordering (chemical compounds or biologics).

Contract value does not reach the thresholds according to § 106 GWB. Tendering procedure will take place in accordance with UVgO. This does not create rights for the bidders concerning the procurement procedure. EU-OPENSCREEN ERIC is an international organisation according to Art. 9 Abs. 1b Directive 2014/24/EU, § 109 GWB. Review proceedings (§§ § 160 ff GWB) are not admissible.
