II.1.5)Short description of the contract or purchase(s):
Internal Communication is responsible for producing multimedia and graphical information in support of communication campaigns, over and above the supply of brochures, posters and paper-based materials that can be produced in house or are covered by a separate, already established framework agreement.
Internal Communication is also responsible for a number of communication-related Web-based applications which require review and maintenance. A service provider is required to occasionally review these applications and suggest enhancements in terms of graphics, look and feel and user experience.
Within this context, Internal Communication representing the EIB, acting on behalf of the EIB Group, is looking for 3 service providers (hereafter 'the service providers') which could produce IC material in the form of multimedia (videos, cartoons/animated graphics, interactive presentation materials, etc.) and punctually support some of its stand-alone Web-based applications.
NB: in order to take part in this call for tender, interested candidates should request the complete tender specifications from the EIB beforehand. The criteria set out in the specifications should be taken into account when drawing up tenders.

Exclusion criteria:
The tenderers shall provide a declaration on their honour (see Annex 5a), duly signed and dated by an authorised representative, stating that they are not in one of the situations of exclusion listed in this Annex 5a. In the case of a joint tender, the declaration on the honour shall be provided by all the members of the group. The successful tenderer shall provide the documents mentioned as supporting evidence in Annex 5a before signature of the framework and within a deadline given by the EIB.
In case of award of the framework agreement, the following evidence shall be provided upon request and within the time limit set by the EIB.
For situations described in (a), (b) and (e) of Annex 5a, production of a recent extract from the judicial record is required or, failing that, a recent equivalent document issued by a judicial or administrative authority in the country of origin or provenance showing that those requirements are satisfied. Where the tenderer is a legal person and the national legislation of the country in which the tenderer is established does not allow the provision of such documents for legal persons, the documents should be provided for natural persons, such as the company directors or any person with powers of representation, decision-making or control in relation to the tenderer.
For the situation described in point (d) of Annex 5a, recent certificates or letters issued by the competent authorities of the State concerned are required. These documents must provide evidence covering all taxes and social security contributions for which the tenderer is liable, including for example, VAT, income tax (natural persons only), company tax (legal persons only) and social security contributions.
For any of the situations (a), (b), (d) or (e) of Annex 5a, where any document described in 2 paragraphs above is not issued in the country concerned, it may be replaced by a sworn or, failing that, a solemn statement made by the interested party before a judicial or administrative authority, a notary or a qualified professional body in his country of origin or provenance.

— at least 3 examples, with clear references, of similar projects conducted successfully in the last 5 years within an international organisation or international financial institution (IFI).
