This document is not a procurement announcement, not an Invitation to Tender, nor will its publication start a Tender Procurement Process. This document serves as a Prior Information Notice and an invitation to Tender Information Meeting. The purpose of the meeting is to obtain information about potential service suppliers.

The target of this Prior Information Notice is to find potential candidates to develop and maintain GTK’s LIMS services and to provide information about the current solution and long-term development plans. This Prior Information Notice does not bind the GTK to make any procurement based on this request. Participation in this Tender Information Meeting does not in any way bind any party in a potential future Invitation to Tender. Suppliers who refrain from participating in this Tender Information Meeting are equally allowed to participate in potential future Invitation to Tender.

II.2.4)Description of the procurement:

Scope and operational environment

GTK requests a solution from Tenderer which would handle the Laboratory Information Management System (LIMS) operations in the Circular Economy Solutions unit of GTK. GTK Mintec in Outokumpu is currently automating considerable parts of its analysis work with a robotic automation cell (MintecRobo). Outokumpu site runs also a mineralogy laboratory and a process laboratory for bench-scale mineral beneficiation tests. Espoo research laboratories provide analysis and experts services in geology. The lab’s main areas of focus are isotope geology and applied mineralogy. Many dedicated analysis instruments are used in this research work. Mining environment and water research in Kuopio produces also data on the long-term behaviour of waste materials.

We also request high flexibility to further development of the system. Our strategy is to incrementally widen the scope of the LIMS inside GTK and direct selected analysis data flows to our geoinformation system.

Minimum functionalities of the LIMS:

• sample/experiment registration

• sample management

• core laboratory analysis or testing

• result review/verification

• analysis approval/verification

• reporting

In the GTK Mintec part we require external instruments and process automation system interfaces:

• System integration: communication and data exchange between different external laboratory instruments.

• System integration to the process automation system. Selected analysis results shall be available in the process automation system for display and history storing together with the actual process variables.

We are committed to the ASTM E1578 – 18 Standard Guide for Laboratory Informatics and use it in conceptualizing system functionalities.

Project timeline

The system should be implemented incrementally. The MintecRobo part has the tightest schedule. Communication interface functions of the MintecRobo shall be available in May 2023 for its Factory Acceptance Test use and LIMS for GTK Mintec shall be fully operational by September 2023. LIMS for Espoo research laboratory and mining environment research in Kuopio should be scheduled so that the above-mentioned timing can be guaranteed.

The Tender Information Meeting with the suppliers will be held on 12 January 2022 at 12.00 EET in Helsinki Finland. This meeting is open to all interested suppliers. The GTK reserves the right to invite or not to invite suppliers for further Tender Information Meetings. The GTK will not pay any expenses related to this Prior Information Notice or Tender Information Meetings. The Tender Information Meeting will be held at Microsoft Teams.

Interested suppliers are requested to answer the questions below and submit their answers by no later than 10 January 2021 by 12:00 EET.

1. Support Services. What is the extent of support services you recommend for the solution, including technical support, training, and consulting operations?

2. Architecture. In the case of incremental deployment and future extensions, what architecture principles and general guidelines you would recommend to form the basis for making future decisions?

3. Implementation. What is your typical implementation model? What is the timeline from project initiation to full deployment? Please provide key milestones and estimate the time it will take for each milestone within the timeline.

4. Interfaces and Extensibility. What APIs or services does your solution provider enable connections to other systems? What standards do those services follow?

5. Licenses. What is your preferred licensing schema? What licensing options do you provide?

6. GTK role and resources. What kind of participation of GTK experts is needed to secure the success of the project? How massive resourcing needs should we anticipate for the project?
