CCC has an existing MRF contract for the pre-treatment/pre-sort and reuse/sale of recyclate materials via a third party MRF facility which is due to expire in September 2019. This contract includes MRF processing and bulking and haulage Shortly, CCC will go out to market to separately procure an interim solution post September 2019 while the Council develops its longer-term solution. The Council along with other neighbouring Authorities are looking to jointly procure the development of a new MRF on a site to be procured by the Councils within the West Midlands.

The Councils are looking to appoint one supplier to undertake the process works package for the MRF, which is capable of processing 120 000 to 150 000 tonnes of commingled waste per annum, and to provide certain operating services for a relatively short period of time post commissioning. We currently anticipate a 2-year contract term for the operation period (with an option to extend such period by a further 2 years at the Councils' discretion).

Coventry City Council (along with other neighbouring local authorities) (together the “Councils”) are looking to jointly procure the development of a new MRF on a site to be procured by the Councils within the West Midlands. The Councils will each contract to supply all recyclate materials collected within their respective administrative areas to the new MRF. The Councils wish to engage with the market to discuss its proposals and intended lot structure for the procurement. In particular, the Councils wish to talk to:

(i) civil engineering contractors who could undertake the civils work package for the MRF;

(ii) organisations who could supply and undertake the process work package for the MRF and subsequently operate the MRF for a relatively short period (c2–4 years) post-commissioning and

(iii) organisations who could deliver both of these packages. If this opportunity is of interest to you, please see additional information at the end of this notice about how to express an interest and find out more.

This contract has been categorised as a works type of contract at this stage but the contract may include the supply of certain goods, services and works and therefore the OJEU Contract Notice which will be released to commence procurement may be categorised differently.

— Lot 1 (Civil works for the MRF) is envisaged to be mainly works,

— Lot 2 (Process works package and provision of certain operating services) is envisaged to include the supply and installation of goods and the provision of certain services.

Once you have registered with us on our e-tendering system, we will issue you with details to take part in our webinar for the suppliers event and the opportunity to book a one-to-one session to talk to the team about this opportunity and answer our questions on the direction of travel for this contract. Only organisations which register for the webinar will be able to attend the one-to-one sessions, bookings for which will be activated between Tuesday 19th February at 2:00 p.m. and Monday 25th February at 12 p.m.

Our webinar will take place on 19.2 2019 at 1:00 p.m. and following that booking for the one-to-one sessions will be made available for participating organisations. These one-to-one sessions will take place on Thursday 28.2.2019.

Not attending our webinar/one-to-one sessions following the release of this PIN, will not preclude any organisations from taking place in the subsequent procurement which we anticipate being live in July 2019.
