The study must provide information on groups/categories of products used by EU MoDs that contain PFAS substances (basing on the OECD 2021 definition), including specific focus on volumes of use in defence, technical function, the moment of emissions, as well as use cases in defence. The study must also analyse if available substitutes for PFAS in such groups of products exist. The study will also provide detailed information and analysis of a potential impact of PFAS-related EU regulatory risk management activities (including those in preparation) on the EU defence sector. On this basis, related recommendations will be developed and included in the study, for mitigation of related impacts on defence stakeholders.

You may submit any observations concerning the procurement procedure to the contracting authority by email at procurement@eda.europa.eu. If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within 2 years of the date when you became aware of the facts on which the complaint is based (see http://www.ombudsman.europa.eu). Within 2 months of notice of the award decision, you may launch an action for annulment of the award decision. Any request you may make and any reply from us, or any complaint for maladministration, will have neither the purpose nor the effect of suspending the time-limit for launching an action for annulment or of opening anew period for launching an action for annulment. The body responsible for hearing annulment procedures is indicated in Section VI.4.1) of the contract notice.
