Deze aanbesteding heeft tot doel 1 Overeenkomst voor de Aanbestedende Dienst te sluiten met Leve-rancier voor de Levering van voor CO2 gecompenseerd aardgas aan de aardgasaansluitingen GV en groengas aan de aardgasaansluitingen KV van de Aanbestedende Dienst.

De te sluiten Overeenkomst(en) moet(en) het mogelijk maken om maximaal te profiteren van de geza-menlijke volumes van alle Aansluitingen van de Aanbestedende Dienst.

HHNK heeft op basis van haar aandeelhouderschap met NV HVC de mogelijkheid om de energie behoefte te kunnen inbesteden bij de NV HVC. HHNK wil echter de markt in de gelegenheid stellen om parallel op eenzelfde wijze en dezelfde tijdlijen in te kunnen schrijven en zal hiervoor een Europese openbare aan-bestedingsprocedure starten. Omdat NV HVC niet kan inschrijven op het openbare aanbestedingstraject zal deze zogenaamde quasi-inbesteed mogelijkheid door HHNK parallel worden uitgevraagd gedurende het Europese openbare aanbestedingstraject.
