PHE — Marketing — Primary School Health Marketing and Related Services
Public Health England is looking for a supplier to create and implement a strategy to encourage a healthy lifestyle during the Primary and Secondary School life-cycle for children.
Primary programme — develop and deliver a health strategy that:
(a) supports school heads, deputy heads and governors to adopt healthier behaviours throughout their school,
(b) supports behaviour change, particularly in C1C2D audiences,
(c) supports 2 consumer campaigns per year and creates an “always on” approach to surfacing existing content that reflects the rhythm of the school year,
(d) maximises the opportunities to influence parental behaviour, creating a bridge between school and home,
(e) doubles primary subscribers to the School Zone to 40 000 by 2021,
(f) potentially extends our physical activity and nutrition offer to secondary schools.
Secondary programme — develop and deliver a strategy that:
(g) builds on the base of content developed in the first 16 months of the programme with a focus on mental health topics and resurfacing existing content,
(h) expands our network of PSHE leads and deputy heads,
(i) doubles secondary subscribers to the School Zone to 4 000 by 2021.
Public Health England (the “Authority” or “PHE”) reserves the right to extend the services for up to 2 additional one-year periods, i.e. 2 + 1 + 1 subject to satisfactory performance.

Section III: Legal, economic, financial and technical information
Economic operators are required to confirm whether they have any market-specific company or professional accreditations.
To demonstrate key opportunities for the PHE schools programme to embed existing health campaigns Change4Life and Rise Above healthy behaviours in school life in terms of:
(a) Opportunities and how they would be implemented,
(b) Experience of the project team who would work on the PHE account,
(c) Demonstrable understanding within the agency of the educational landscape in England and how to communicate effectively with teachers and head teachers in both primary and secondary schools,
(d) Demonstrable understanding within the agency of public health issues and how effective teaching resources can contribute to behaviour change,
(e) Demonstrable understanding of how to work with existing agencies including creative, PR, print, digital and experiential,
(f) Details of three previous clients that PHE can contact for references.
Economic operators are required to submit a sample curriculum vitae of the principal individuals that they propose would fulfil these services to evidence their capability and competence in carrying out the services.
Key performance measures and a service level agreement will be put in place as part of the contract award.

— accept the terms and conditions and click “continue”,
— enter your correct business and user details,
— note the username you chose and click “Save” when complete,

2) Express an Interest in the tender:
— login to the portal with the username/password,
— click ITT 3738 Open To All Suppliers’ link. Invitations to Tender open to any registered supplier,
— click on the relevant ITT to access the content,
— click the “Express Interest” button at the top of the page,
— this will move ITT3738 into your “My ITTs” page (this is a secure area reserved for your projects only),
— you can now access any attachments by clicking “Buyer Attachments” in the '“ITT Details” box.
3) Responding to the tender:
— click “My Response” under “ITT Details”, you can choose to “Create Response” or to “Decline to Respond” (please give a reason if declining),
— you can now use the “Messages” function to communicate with the buyer and seek any clarification,
— note the deadline for completion, then follow the onscreen instructions to complete the ITT3738,
