2.5.2) The economic operator must prove its capacity to meet the minimum requirements under item 2.5.1 by submitting the following:
(a) deliver a certificate for a quality implemented agreement in accordance with the term under item 2.5.1, sub item 1, indicating the time of execution of the contracted agreement, or if such a certificate cannot be provided, the bidder shall prove this by submitting a copy of the concluded agreement and his statement for the impeccable implementation of the same;
b) for the fulfillment of the terms and conditions under item 2.5.1 sub item 2 referring to professional qualifications, the bidder must submit the M1/M2 form as a proof of full-time employment, but if he plans to hire, the bidder must submit as evidence a statement listing the person he intends to hire, along with their written consent from the person he intends to hire. For a proof of expertise, the bidder must submit a valid certificate, and as a proof of a minimum of 3 years of work experience, the bidder must submit a certificate/statement issued by the legal entity/s where the expert has acquired the relevant work experience, or if such a certificate cannot be provided, the bidder must submit a statement confirming that the person has a minimum of 3 years of appropriate work experience, indicating the relevant projects the expert has worked on and the period of his engagement.
(c) statement that in case the bidder is selected as a procurement holder, the bidder will have a professional staff available at all times for the entire duration of the agreement, with the listed educational and professional qualifications, and the same will be hired in the project team, except for the persons under item 2, stated in the requirement under i), j) and k).
d) statement regarding the elements of the contract that the bidder intends to subcontract to a subcontractor.
2.6) Quality System Standards.
2.6.1) order to prove its capacity to implement the relevant public procurement contract, in terms of quality system standards, the economic operator must meet the following standards:
1) ISO 9001 Quality management system;
2) ISO 27001 Information Security Management System;
3) ISO 20000-1 IT Service Management System;
4) ISO 22301 Business Continuity Management System.
2.6.2) The economic operator shall prove its capacity to meet standards under sub-item 2.6.1 by submitting the required certificates for complying with the specified ISO Standards.
2.5) Technical or professional capability
2.5.1) In order to prove its capacity to implement the relevant public procurement contract in terms of its technical or professional capability, the economic operator must meet the following minimum requirements:
— the bidder must have a referent list of minimum 1 (one) implemented agreement for development of software solution for human resources management,
— to have professional full-time or hired staff at all time, with the following professional qualifications.
(a) at least 3 programmers, holding certificates for operation with used development platform, with minimum 3 years an appropriate work experience;
(b) at least 1 person holding certificates at an expert level for database which is to be used for the solution, with minimum 3 years an appropriate work experience;
(c) at least 1 person holding certificates at an expert level for Network security architect, in accordance with the type of offered virtual device of Appendix 14;
(d) at least 1 person holding certificates at an expert level for (Network security specialist/expert) in accordance with the type of offered virtual device of Appendix 14;
(e) at least 1 person holding certificates at an expert level for network engineer) in accordance with the type of offered virtual device of Appendix 14;
(f) at least 1 web-designer with web-design skills and experience in designing at least 3 web-pages (responsive web design), stating the web-pages he/she has designed;
(g) at least 1 expert with an ISTQB (International Software Testing Qualifications Board) or another internationally recognized equivalent, with a minimum of 3 years relevant work experience;
(h) at least one project manager (software development) with a project management certificate or customer-specific quality assurance certificate user experience (Prince 2, PMI, UX/PM) or another internationally recognized equivalent with a minimum of 3 years relevant work experience;
(i) at least 1 expert holding certificate at a level of CISA (Certified Information Systems Auditor), who should be hired on a one-time-basis for performing system analysis and preparing a report on the performed inspection before the system is released;
(j) at least one expert holding certificate for business process analysis CBAP (Certified Business Analysis Professional) or another internationally recognized equivalent, with a minimum of 3 years of relevant work experience, who should be hired on a one-time-basis for performing business process analysis;
(k) at least 1 expert holding certificate for protection of personal data issued by the directorate for personal data protection, who should be hired on a one-time-basis for performing system analysis and preparation of a report on the performed inspection before the system is released.
