Repair and maintenance of large engines, transmissions and terrier assemblies.
Telford and Wrekin.
Babcock DSG Ltd, acting as agent for the UK Ministry of Defence, intends to negotiate a single source contract with Caterpillar Shrewsbury Ltd for repair and maintenance of large engines, transmissions and terrier assemblies.
Babcock intend to place a 3-year contract with a further 2-year option to provide contract coverage for urgent demands.
2 x 1 year options.
Section IV: Procedure
Babcock intends to place a 3-year contract which will include 2 x 1 year extension options, making a maximum potential contract duration of 5 years.
It is considered that this contract can be placed using the Negotiated procedure without prior publication pursuant to Regulation 16(1)(a)(ii) of the Defence and Security Public Contract Regulations 2011 (Article 28(1)(e) of the Directive 2009/81/EC) for technical reasons.
Caterpillar are the original equipment manufacturer (‘OEM’) for spares, components and testing necessary to effect repairs of the fuel injection pump; this item is within the scope for this requirement. Caterpillar are also the only contractor with all the technical information necessary to complete the conversions of the CV12 Engines (converting from CV12 6a to CV12 8a).
Allison transmissions are the OEM for the X200 and X300 Transmissions; they do not carry out re-manufacture work directly. Caterpillar Shrewsbury Ltd are the only agent in the Europe that Allison have licenced to carry out work on their range of defence products and as a consequence Caterpillar are the only supplier with access to the related drawings, information, technical specifications, data and knowledge for the requirement to repair and convert these items.
As the original equipment designer and manufacturer of the Terrier Powerpack, only Caterpillar have the technical information and data necessary to perform the requirement without introducing an unacceptable level of risk to operational safety and MOD operational requirements.
This notice is not for expressions of interest, therefore please do not apply to be invited to tender. The notice advises that the authority has decided to negotiate a contract directly with Caterpillar Shrewsbury Ltd on a single source basis and is published for reasons of transparency only.

The authority reserves the right to amend any condition related to security of information to reflect any changes in national law or government policy. If any contract documents are accompanied by instructions on safeguarding classified information (e.g. a Security Aspects Letter), the authority reserves the right to amend the terms of these instructions to reflect any changes in national law or government policy, whether in respect of the applicable protective marking scheme, specific protective markings given, the aspects to which any protective marking applies or otherwise.
