The Benelux Office for Intellectual Property (BOIP) is seeking information from suppliers regarding the future of the Benelux Patent Platform (BPP).

The BPP is used by the National Offices of Intellectual Property of Belgium, The Netherlands and Luxembourg to manage their end to end patent processes in their respective countries. Although a shared Platform, each country has their own BPP system tailored to their country's needs.

The scope of the services may include:

Part 1: An evolution of the current BPP that is likely to consist of:

— an upgrade of the current platform. This can involve replacement or upgrade of the current software,

— if necessary, the solution should include services for data migration from the current platform.

Part 2: A managed service for the current and future BPP that is likely to consist of:

— a service desk for the users of all offices to handle incidents and problems,

— consistent releases for new functionality.

Part 3: Hosting infrastructure for the BPP.

II.2.4)Description of the procurement:

The Benelux Office for Intellectual Property (BOIP) is seeking information from suppliers regarding the future of the Benelux Patent Platform (BPP). The BPP is used by the National Offices of Intellectual Property of Belgium, The Netherlands and Luxembourg to manage their patent grant process in their respective countries.

The National Offices of Intellectual Property of Belgium, The Netherlands and Luxembourg manage the patent grant process in their respective countries. The National Offices use a common system; the Benelux Patent Platform (BPP). The Platform is a set of IT applications and infrastructure for the major patent related processes implemented in 2016/17. Although the three National Offices adopt a shared Platform, they continue to conduct their business processes locally in a standardised way and each Office has a tailored Benelux Patent Platform system consisting of the complete integrated solution.

The scope of the services could include:

Part 1: An evolution of the current Benelux Patent Platform that is likely to consist of:

— an upgrade of the current platform. This can involve replacement of software or upgrades to the latest versions. The software will need to be configured to reflect the current platform that includes specific business processes and functionality of the patent industry, for example, document management, archiving, case management and online filing,

— if necessary, the solution should include services for data migration including extraction, transformation and loading of the data from the current platform.

Part 2: A managed service for the current and future Benelux Patent Platform that is likely to consist of:

— a service desk for the internal users of all three Offices to handle incident and problem management,

— consistent releases for all three Offices for new functionality introduced as part of a change management process and maintenance and support of all software components of the platform.

Part 3: Hosting infrastructure for the Benelux Patent Platform.

This includes the provision of the hardware and infrastructure supporting the Benelux Patent Platform for the users of the National Patent Offices and for external users (e.g. patent applicants) of the system. Hosting will need to take into consideration data privacy restrictions but can consider using cloud solutions as long as data protection and information security requirements are met.
