The Welsh Government is seeking to appoint a contractor to provide design, environmental and construction services for the Caernarfon Bontnewydd Bypass. II.2.1)Total quantity or scope:
The proposed scheme consists of a new 9.8 km highway commencing at the Goat roundabout (A499 / A487 junction) and terminating at the Plas Menai Roundabout. It forms a western bypass to Llanwnda, Dinas and Bontnewydd before crossing the existing A487 to pass south of Caernarfon Quarry. It then crosses the River Seiont, passes south of the Cibyn Industrial Estate to a junction with the A4086. After crossing the B4386 the route drops steeply to the Plas Menai Roundabout. A WS2+1 standard has been adopted consisting of 2 lanes of travel in one direction and a single lane in the opposite direction providing overtaking opportunities in the two lane direction while overtaking in the single lane direction is prohibited. There are eighteen structures comprising seven bridges (including a crossing over the Welsh Highland Railway, a 280 m bridge over the River Gwyrfai and a 300 m bridge over the River Seiont) and eleven culverts. In addition to the major construction there would also be improvements to NMU provision together with on-line improvements to the existing trunk road. The latter consists of improvements to existing junctions, traffic management, parking restrictions, and improving visibility at junctions.
The appointed contractor will provide design, environmental and construction services for the Caernarfon Bontnewydd Bypass.
The ECI contract will be phased in accordance with Infrastructure Delivery Division's (IDD) Key Stage process:
Key Stage 3 is the scheme development phase, and will include:
— Development of the design of the Preferred Route to 1:2500 engineering layout plans, taking into account current policies, design standards, land use and the environment.
— Value management and value engineering of the scheme.
— Preparation of the initial target cost.
— Preparation of an Environmental Statement.
— Preparation of an Assessment of Implications (of Highways and/or Roads Projects) on any European Sites (AIES) (DMRB HD44/09) in line with EU and UK legislation and guidance, at the same time as the Environmental Statement.
— Preparation of the draft Line, Side Road and Compulsory Purchase Orders, plus any agreed publicity material, including computer graphics and visualisation.
Key Stage 4 relates to the statutory process and primarily involves:
— Publication of the draft Orders, assisting with an Orders Exhibition, and preparation of draft responses to objections. Drafting expert witness evidence and presenting it at a Public Local Inquiry (if required) The IDD Project Director or Project Engineer will lead the Inquiry, assisted by a Legal advocate if necessary and WG's specialist staff.
— Advance detailed design if required by the Employer.
— There is no Key Stage 5 in an ECI Contract.
Key Stage 6 is subject to the satisfactory completion of the statutory procedures and availability of finance. This phase will involve:
— The detail design or the completion of the detail design.
— The construction of the works.
— A 5 year aftercare/maintenance period (including environmental management) of the improvement.
— Preparation of Project Closure Report, Contract Cost Reconciliation Report and form KSA7.
The estimated construction value is between GBP 90 m and GBP100 m.

The Contractor shall ensure that all contracts with Subcontractors and Suppliers which the Contractor intends to procure following the Award date, and which the Contractor has not, before the date of this Contract, already planned to award to a particular Subcontractor or Supplier, are advertised through the Sell2Wales portal (www.sell2wales.co.uk) and awarded following a fair, open, transparent and competitive process proportionate to the nature and value of the contract. Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. The Community Benefits included in this contract are: The Welsh Government is committed to contributing to the social, economic and environmental well-being of the wider community. As part of its efforts in addressing community benefit themes, the Employer wishes to record any direct or indirect community benefit associated with construction of the works. Throughout the duration of KS3, 4, and 6 the Contractor shall identify and record all benefits associated with the community using the community benefits tool and following agreement with the client submit the completed tool to the Welsh Government Value Wales team. Sell2Wales is the primary tender advertising and supplier sourcing platform utilised by the Welsh Government in procurement. As a Contractor working in Wales the Welsh Government would recommend the use of this established platform in the procurement of suppliers for the works to ensure that business across Wales have full opportunity to respond.
There is an existing Third Sector framework contract currently in place across Wales. The Welsh Government would encourage the use of this framework in the procurement of signage for road works. The contractor shall pay sub contractors within 30 days of receipt of a valid invoice save that the contractor may withhold or delay payment where it has reasonable grounds to do so and must communicate those grounds to the sub contractor within 10 days of receipt of the notice.
