Description of the procurement
Region Hovedstaden and Novo Nordisk Fonden have a common vision to ensure patients with diabetes can be offered a treatment of international class. Steno Diabetes Center Copenhagen is preliminary estimated to a gross area of approx. 18 000 m2 plus a basement parking, and should be able to embrace approx. 11-13 000 patients plus 330 full time employes in 2020. The centre should contain clinics to patients in all ages, research facilities, plus health promoting and education activities addressed to the entire Region Hovedstaden. It is expected that the participants in the design contest will be invited to participate in the end of June 2016 and that the invited 5 participants shall submit their projects in October 2016. The jury will rank the projects and expect to publish the result in December 2016 and the contracting authority intends to award a subsequent service contract pursuant to § 82 in the Danish Procurement Act.

Criteria for the selection of participants
Mentioned below must be submitted via the European Single Procurement Document (ESPD), which is an appendix to this procurement. The ESPD must be completed and is attached to this application by the tenderer and by all the participants if the tenderer is a consortium.
1. Information of the economic operator (submitted via ESPD, part II, article A-B).
2. Exclusion grounds relating to criminal convictions
Grounds cf. the Danish Law of Procurement § 135 subsection 1 and 2 (submitted via ESPD, part III, article A).
3. Exclusion ground related to debt higher than 100 000 DKK regarding payment of taxes and social security contribution

It is possible to submit as much as 4 references for each of the 2 categories (if the tenderer is a consortium or is depending on other entities, it is still no more than 4 references for each of the 2 categories in total). If more than 4 references are submitted, only the first 4 references will be part of the evaluation. It is a minimum requirement that the tenderer has submitted at least 1 reference of lead design regarding large public building projects (construction costs > 200 000 000 DKK.) within the area of healthcare and/or laboratory. If the tenderer is a consortium it is a minimum requirement that at least one of the participants has submitted at least 1 reference of lead design regarding large public building projects (construction costs > 200 000 000 DKK) within the area of healthcare and/or laboratory. The references should contain the name of the project, project owner, size and type of the project, business partner if any, and the period of completion of the project.
— The tenderer can submit as much as 5 references in the ESPD, part IV C, article 1b, as the fields ‘amounts’, ‘date’ and ‘recipients’ is to be filled by the tenderer. Regarding ‘description’ the tenderer should fill out the name of the project, the type of the project and business partners if any. With only room for 5 references in the ESPD, there may be a need to supplement with one or several appendixes. The references in the appendix should fill no more than 1 A4 page, and is to be described in the same way as in the ESPD regarding ‘description’, ‘amounts’, ‘date’ and ‘recipients’.
If the economic operator is depending on other entities, this must be evident in the ESPD, part II, article C and via a separate ESPD with the information asked for in article A and B in part II and part III for each of the other entities.
In case of more qualified tenderers than the number expected to be pre-qualified, the best suited will be pre-qualified based on the information given from the references of projects similar to this project.

Complaints must be filed to the complaints board within certain deadlines. Complaints of not being pre-qualified must be received by the complaints board within 20 days from the following day the orderer send a notification regarding whom is pre-qualified.
