Title: GEO Coordination of modelling and Scenarios work TERI
Description: Member States have defined the future of the Global Environment Outlook in resolution 5/3 from the fifth UN Environment Assembly (UNEA-5), leading to the launch of the preparation of the seventh GEO. In implementing the decisions in resolution (EA.5/3) UNEP will assess the state and trends of the global environment, the possible solutions pathways to transform towards an environmentally sustainable worlds as well as providing an outlook that assesses the possible environmental and socio-economic implications of these transformational changes. GEO-7 will also consider the impacts of these transformations on other SDGs such as equity, gender, livelihoods, etc. This will ensure continuity with previous GEOs and allow GEO-7 to provide some perspective on the environmental impact of new drivers of environmental change such as pandemics, disasters, and conflicts. For the forward-looking outlook, GEO-7 expects to provide quantitative modelling and scenarios analysis of the socio-economic impacts (possibly both positive and negative) of different transformational solutions pathways. To achieve this result, GEO will collaborate with different institutions that will contribute to the quantitative modelling and scenarios development. Pursuant to Activity 12 (Coordination of GEO-7 modelling and scenarios work) of the Program Cooperation Agreement (UNEP/PCA/EWAD/2023/ 5208/3857) signed between UNEP, and GRID-Arendal on 27 April 2023, GRID-Arendal is to contract the modelling partners on UNEP’s behalf. Tenderers shall provide the specific work stated in the attached documents.

Justification for direct award: Contracts with estimated value below the procurement thresholds
Other justification: GRID-Arendal intends to enter into a service provider agreement with TERI as Modelling Centre in the UNEP PCA project Activity 12 connected to the “Coordination of GEO-7 modelling and scenarios work”. The tender is published as a letter of intent as GRID-Arendal knows TERI to be the only modelling center in the world having developed the MARKAL Model. TERI has previous experience collaborating with both UNEP and the Netherlands Environmental Assessment Agency (PBL) who is coordinating the modelling efforts for GEO-7. We believe TERI is uniquely positioned to deliver world leading outputs that will contribute to making GEO-7 a groundbreaking publication.
