TitleElectronic Certificates System in Jordan
DescriptionGIZ has been commissioned by the Global Alliance for Trade Facilitation (GATF) to implement this project in Jordan that aims at: - Establishing a web-based system for facilitating electronic certificates of origin (eCOs) with possible integration with the country"s Single Window. The push toward eCOs will give micro, small, and medium enterprises (MSMEs) a better opportunity to participate in global trade, thanks to a reduction in clearance times and enhanced efficiency at customs points. It could also eliminate barriers women face in cross-border trade, such as transportation challenges. - Reforming the National Public-Private Consultation Mechanism: The project will work on restructuring the current committees on trade facilitation in Jordan to become more responsive to the needed reforms in the area of trade facilitation. This will include a gap analysis and a reform proposal, developing a national trade facilitation action plan, and designing a technical assistance and capacity building program to improve the ability of the new proposed structure to be more effective and efficient. This Project came in the ongoing work of the GATF within its partnership with the GIZ / Trade for Employment Project (T4E) project to identify and address trade facilitation measures that would support the Hashemite Kingdom of Jordan in meeting its obligations under the World Trade Organization"s (WTO) Trade Facilitation Agreement (TFA). The project implementation started end of 2021, and included an assessment of the current business processes related to the issuance of electronic certificates of origin, an assessment and review of the regulatory framework governing the eCOs, and IT readiness assessment for transitioning to electronic issuance of certificates of origin. The certificate of origin is an important document that exporters require with each exported shipment which shows the origin of the products and ensure preferential tariff treatment when a free trade agreement is signed between the exporting country and the importing country. The project aims at digitalising the current paper-based system and transitioning to electronic issuance of certificates of origin through developing a web-based system where applications from exporters to get a certificate of origin, approvals from Ministry of Industry and Trade and Chambers of Industry and Commerce, payment of fees, and issuance of certificates of origin are all done online to reduce the cost and time for exporters. In Jordan, Certificates of Origin (COs) are issued in paper by the relevant chambers. COs for manufactured products are issued by the chambers of industry/manufacturing- while those for wholly obtained goods and -fresh or unprocessed- plant or animal goods are issued by the chambers of commerce. Exporters must obtain the CO from the chamber that they are registered with, depending on the nature of the economic activity and their geographical location. Chambers are distributed geographically in different regions of the country. There are three regional chambers of industry/manufacturing in Jordan"s biggest cities of Zarqa, Irbid and Amman (the capital). The latter has jurisdiction over all regions not covered by Zarqa or Irbid chambers. In the case of commerce, there are 16 chambers of commerce located throughout Jordan in the cities of: Amman, Zarqa, Irbid, Mafraq, Aqaba, Karak, Maan, Ramtha, Tafeleh, Madaba, Salt, Jarash, Ajloon, Mazar and the Shuna Al-Shamalieh. After being issued by the relevant chamber, all COs must be stamped and authenticated by the Ministry of Industry, Trade and Supply. Except for the COs pursuant to the pan-euro-med rules of origin applied in three of Jordan"s free trade agreements (FTAs): the Association Agreement with the EU, the FTA with EFTA and the Agadir Agreement, where a Movement Certificate to the EU, noting that these EU Movement Certificates are issued and authenticated by Jordan Customs.

Title: Electronic Certificates System in Jordan
Description: The project needs the development of an IT solution to allow for electronic issuance of COs in Jordan, the system will be owned by the Ministry of Industry, Trade, and Supply (MoITS) and will allow chambers of industry, chambers of Industry, and Jordan Customs to accept companies` membership in chambers and allow for accepting applications to issue COs and issuing them electronically after reviewing and approving from the chamber and MoITS where required, in addition to paying all required fees electronically. The aim of the tender is to find a company which implements the IT Solution of issuing electronic Certificate of Origin for the Ministry of Industry, Trade and Supply (MoITS). Therefore, the contractor shall fulfill the following tasks: - Developing and setup of a centralized registration and Membership System for the Chambers including: o Enabling companies to register for memberships, renew existing memberships and pay correspondent membership fees. Companies register for membership at the corresponding chamber based on geographical location. o Allowing members to login to a web-based portal and maintain own membership data, as well as initializing membership processes. o Building and maintaining an online business directory for the Chambers and Ministry. o Sending notifications and email communications between Ministry, Chambers and Members of the system - Enabling the system functions to issue Electronic Certificates of Origins with electronic signature, security features and online verification processes o Enables members for the processing and issuance of the following e-documents related to proofs of origin, which includes the certificates of origin used for different export destinations. o Enable the members to register new products o Enabling the system functions to issue Electronic Certificates of Origin with electronic signature, security features and online verification methods and pay correspondent membership fees. o Allowing Members to have an overview of existing Certificate of Origins and issuing status o Sending notifications and email communications between Ministry, Chambers and Members of the system - Provide recommendations on the recommended hardware (servers) to deploy the Membership and CO Solution and run it, as well as providing a list of prices for the recommended hardware: o Coordinate the components to be installed with the Ministry of Industry, Trade and Supply (MoITS) as the operator of the Jordan GPC. o The support on deployment and the components in the productive Cloud environment is provided by the ministry free of charge. The contractor shall inform the ministry of the system specifications to be installed in the Jordan GPC. The installation of the components will be done together with the Ministry. The developed system should allow for the processing and issuance of different forms used for different export markets (General form and forms for free trade agreements), which includes the certificates of origin used for different export destinations. The main partners will be the MoITS as the owner and administrator and the chambers of industry, chambers of commerce, and Jordan Customs who will be issuing COs through the system. Below is a brief description of the main stakeholders and partners: - Ministry of Industry, Trade and Supply (MoITS): The Ministry is responsible for developing the main instructions for issuing certificates of origin and amending them based on the emerging situation in the Hashemite Kingdom of Jordan. It is also responsible for authenticating the certificate after it has been issued by the Chambers of Commerce and Industry. - Jordan Customs: Responsible for issuing customs declarations that are used to issue commercial certificates of origin, and responsible for issuing EUR1 certificates based on the European agreement. - Ministry of Finance: The Ministry is responsible for collecting a specific fee (5 Jordanian dinars) instead of stamps for each certificate of origin issued. - Chambers of Commerce: There are 16 chambers of commerce in Jordan. They are responsible for issuing certificates of origin for Jordanian agricultural and animal products, raw natural resources, foreign goods that are re-exported, and foreign goods purchased from the Jordanian domestic market under specific conditions. - Chambers of Industry: There are 3 chambers of industry in Jordan.
