The broad objective of the study is to assist the European Commission — and ultimately the concerned national authorities — in monitoring the progress made by the EU candidate and potential candidate countries towards compliance with the EU rules for electronic communications and information society services, and convergence with the internal market. The overall objective of the study is therefore to monitor the key digital developments in 7 countries, which are at various stages of the accession process: Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Kosovo, Montenegro, Serbia and Turkey.

Description of the procurement
The specific objective of the study is to monitor and assess progress made by each candidate and potential candidate country towards compliance with the EU legislation and requirements for electronic communications and information society services, and convergence towards the digital single market, which will in particular support the European Commission in monitoring and reporting on the progress and the degree of the approximation under Chapter 10 of the ‘acquis’.
To this end, the study needs to report on the legal, regulatory and market developments in each country, and assess the progress of aligning the relevant national ICT and digital policies — such as those concerning electronic communications, broadband, network and information (cyber) security, e-commerce and e-government — with the policy goals and priorities set by the European Union in this area.
