DescriptionThe aim of the procurement is to enter into a framework agreement with a tenderer for the delivery of a digital locking system with assembly. The procurement includes the existing door automation with meir, in addition to the procurement of various goods. See Annex 1 for further information on the procurement of liabilities. The expected annual value of the framework agreement is approx. NOK 2.0 - 4.0 million per annum, total NOK 12-16.0 million over four years. The upper limit for withdrawals over 4 years is NOK 20.0 million The start-up date for the framework agreement is approx. 15.05.24. The lock system with meir is planned to be replaced at Vangen school quickly after the start-up, so that the skull is ready for start-up in August 2024.

Main features of the procedureVoss herad plans to standardise locks in a number of municipal buildings, and in the samanheng will replace the existing locks with a digital locking system (e-locks). Due to budget inspections, it is planned that the replacement shall be carried out over a period of 6-8 years. There are unresolved choirs of abundant midlar that will last a quarter of a year. The procurement comprises a framework agreement for the delivery of a complete digital locking system, including assembly and programming of an accompanying key, as well as all other operational costs such as sikrar that the locks function according to the contracting authority ́s needs.  We assume that some cylinders are old and must be replaced in connection with the change to digital locks. Operational costs means, among other things, training of the municipality ́s eigne, when the contract is initiated and if needed, continuous correction of any errors, annual licence costs with meir. The procurement also comprises disassembly and disposal of the existing locking system/delar in quarters that are switched over to digital locks. The contract could also be used in connection with contracts. The contracting authority would also like to be able to benefit from the framework agreement for various maintenance assignments and various goods procurements, such as padlocks, ordinary equipment, etc. Other services that naturally right under the agreement area can also be included in the framework agreement.

There is an absolute requirement that electric passenger cars and small goods vans are used for transport, and digital goods shall be battery-free.

Description: Under this criteria we will evaluate measures and routes that can lead to the assignment being of increased quality and value for the services included in this contract. • It is an advantage if the tenderer plans the work and has access to resources in a way that allows for a sikrar high quality of the lighting tests, as a new few hours, on different call-offs that are relevant under this framework agreement. If a plan to benefit an apprentice, a short thought about scope and use should be described. • It is an advantage if the tenderer calls out corleis they will benefit the quality system in a way that contributes to increased quality for the contracting authority. • It is an advantage if the tenderer shows good understanding of the contracting authority ́s need, for example with a view to adapting the work to different articles on the assignment, adaptations to buildings in operation, etc. • It is an advantage if tenderers can hand over lockplanars in a general editable format that does not require special software.
