Automated LC-MS Spectrometer for Purity Control of the CCMF Library
The CCMF library consists of 140 000 compounds and is delivered in 384-well plates to the different partner sites in Europe. Before the compounds are delivered to the partner sites, the compounds are quality checked if they are positioned in the right well of the right plate with a given purity at the time of delivery. For such a task a LC-MS spectrometer is necessary to measure the purity control (UV absorption in the liquid chromatography) and the identity control (MS-spectrometer).
The LC-System consists of a solvent reservoir, two binary gradient pumps, a degasser, autosampler, column thermostat and an optical detector (diode array) with the following specifications. All modules must be equipped with a leak sensor.
The MS must cover the mass range from 10- 2000 g/mol and must have a mass accuracy < ± 0.1 Da, based on the single quadrupole detection method. The sensitivity of the instrument must be at least in the picogram range. The option of automated tuning and multiple signal acquisition must be given. The MS system must be equipped with an appropriate ion source that can ionize both polar (as ESI) or non-polar (as APCI or equivalent) molecules. The 2 ionization systems must selectable by the software without changing manually any parts. The MS-system must be equipped with a gas leaking monitoring system. Additionally, the vacuum pump must
Be equipped with a cover to reduce the noise. The LC and MS-System must be controlled by the same software package.
Software and control PC:
At least 5 off-line licenses for 5 additional computers must be provided and included in the offer. It should be possible to open and analyze the raw data on all the 5 computers simultaneously. The software must analyze the experimental mass automatically based on a given molecular formula and compare with the calculated mass. It must be able to generate a report as .txt, .xls or.pdf file. Vendors should explain in detail how the software is able to analyze and store the data and convert them to open file formats. A PC with the installed software and connectors to the instrument must be included.
A toolbox must be included that contains the most important wear and spare parts and instrument-specific tools needed for maintenance of the LC-MS instrument.
Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
Bidders confirm that:
1) No person whose conduct is imputable to the undertaking has been convicted by final judgement for a criminal offence named in § 123 Abs. 1 GWB and that no final administrative fine has been issued against the undertaking under § 30 of the German Administrative Offences act (Gesetz über Ordnungswidrigkeiten (OWiG));
2) No facultative grounds for exclusion according to § 124 GWB;
The following facultative ground for exclusion according to § 124 GWB is applicable to our undertaking.
In annex ____ we explain, why our undertaking should still not be excluded from participation in the procurement procedure.
3) (please cross if applicable).
We fulfilled our obligations relating to the payment of taxes, charges or social security contributions;
We did not fulfil our obligations in the first place but we fulfilled them later by paying, committing to pay the taxes, charges or social security contributions including interest, fines for late payment and penalties later,
3) No final administrative fine of at least 2 500 EUR has been issued against our undertaking for the last 3 years because of:
— violation of § 23 of the Posted Workers Act (Arbeitnehmerentsendegesetz), or
— violation of § 21 of the Minimum Wage Act (Mindestlohngesetz), or
— violation of § 98 c of the Residence Act (Aufenthaltsgesetz), or
Have we been sentenced to imprisonment of more than 3-month or to pay a fine of more than 90 daily rates or at least of 2 500 EUR because of:
— violation of § 21 of the Control of Unreported Employment Act (Schwarzarbeitsbekämpfungsgesetz).
We confirm that we also have not committed serious misconduct during this time concerning § 23 Posted Workers Act, § 21 Minimum Wage Act, § 98 c Residence Act or § 21 Control of Unreported Employment Act.
4) For our undertaking:
— there are compulsory grounds for exclusion due to § 123 GWB,
— there are facultative grounds for exclusion due to § 124 Abs. 1 GWB,
The conviction by final judgement (§ 123 GWB) or the serious misconduct (§ 124 GWB) took place on. In annex ___ we add declarations and proofs of our self-cleansing (§ 125 GWB).
On request of the Contracting Authority certificates and other forms of documentary evidence of self-declaration (clearance certificates of the tax office and the social security Institutions) are to be provided. The contracting authority is entitled to request an extract from the Gewerbezentralregister.
Our annual turnover and the annual turnover within the area LC-MS systems covered by the contract for the latest 3 years.
List of references (supply contracts concerning comparable LC-MS Systems) including name of the customer, invoice value and contract time.

The value of the contract does not exceed the european threshold. The publication takes place in accordance with the statutes of the Eric, there is no legal protection by the Public Procurement Chamber. The contract value does not exceeds the threshold value according to § 106 GWB.
The procedure is based on the regulations of the UVgO. EU Openscreen ERIC is an international organisation according to Art. 9 (1b) Directive 2014/24/EU, § 109 GWB. Review procedures according § 160ff GWB is not admissible.
