Construction of a building at three-year temperature A1.

The building’s total surface area is approximately 11 151 m.2 (warehouse 10 057 m2 and offices 1 094 m2) and 14 754 m2 parking. The warehouse is intended for a professional mono-occupant of the horticulture and decoration sector.

In view of the technical specifications (temperature sorting) and the size of the project, the Semmaris wishes to award a global design contract to be awarded to an economic operator whose overall contract will cover both the establishment of studies, the execution of the works and the delivery of a work intended to meet the needs expressed by the contracting authority within the time limit laid down. (end of work requested in April 2021).

II.2.4)Description of the procurement:

The successful tenderer will be awarded the contract:

— assign all the architectural and technical design tasks and the resulting construction work,

— award a contract including a price undertaking, regulatory objectives (ICPE 1510/1511, APSAD, labour code, thermal regulations, INRS requirements, etc.) on functional, quantitative and performancy-performance constraints, in particular on energy and environmental efficiency, and on a global response timetable.

The estimated financial envelope allocated to the overall project (design + design) is EUR 20 000 000 net of tax on the basis of a programme to be provided to the selected applicants.

The work must be presented in 2 separate sections in the candidates’ offer:

— section 1: the work for the Semmaris,

— VRD,

— carcass work/concrete frame/metal frame/dallage/2D works,

— enclosed & covered (cover, cladding, waterproofing, smoke extraction, locksmithing, exterior joinery),

— high voltage/low voltage/HVAC/plumbing,

— RIA,

— insulating panels/quay equipment,

— section 2: work for the sole occupant:

Fitting-out of offices in all States,

— production of industrial cooling,

— air conditioning in offices,

— various types of electrical work (feeding bottle, etc.),

— DFHS (high sensitivity smoke detection),

— signage,

— racks,

Washing plant.
