The general objective is to support DG Climate Action in implementing the (new) F-gas policies.
The specific objectives of this tender are to obtain:
(a) lot 1: supporting domestic F-gas policies:
— support for the implementation of the new F-gas Regulation, in general, and of the HFC phase-down, in particular,
— assessments and textual input to the Commission reports required in Article 21(3) and Article 21(5) of the Regulation regarding the ban on HFC multipack refrigeration and the quota allocation method as well as monitoring of HFC prices,
— support for the dissemination of the policies and obligations to the different stakeholders affected by the F-gas policy;
(b) lot 2: supporting international F-gas and ozone policies:
— support the international negotiations and activities, in particular analysis and outreach facilitating consensus on an HFC amendment of the Montreal Protocol as well as ODS issues.

In line with Article 134.1(f) of the rules of application to the Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25.10.2012 (Financial Regulation), during the 3 years following conclusion of the original contract, the contracting authority will be able to use the exceptional negotiated procedure for additional services (without prior publication of a contract notice) consisting in the repetition of similar services (up to a maximum of 50 % of the original contract value) entrusted to the economic operator awarded the initial contract by the same contracting authority.
Tender documents will be available for download at the address indicated under heading I.1. The website will be updated regularly and it is the tenderers' responsibility to check for updates and modifications during the tendering period.
Please note that in the PIN OJ 2015/S 37-062225 of 21.2.2015 the title was 'Support for the implementation of the F-gas Regulation: new issues are assessing the prohibition of multipack centralisation refrigeration systems; prepare study on assessing quota system; implementation regulation: leakage check, comparing records, certification and training' with a budget of 133 900 EUR.
