Protector Remote Weapon Stations (RWS) System Post Design Services (PDS) Support
A 3-year plus 2 option years' contract covering core and non-core (Tasking) post design services support for the protector remote weapon stations system.
A 3-year contract for core and non-core post design services (PDS) support plus options for a further 2 years' PDS support covering the protector remote weapon stations (RWS) system.
Firm price contract extension options for two further annual periods beyond the initial 3-year contract duration are available to be exercised within the contract.
The Cyber Risk Profile for this requirement identified by the Cyber Risk Assessment is very low (Reference RAR-REMT47X5).
Abschnitt IV: Verfahren
The Turret Systems (TS) team within the DE&S vehicle demonstration and manufacture (VDM) project team, part of the UK Ministry of Defence (‘MoD’), intends to award a contract for 3 years with 2 further option years to Thales UK Ltd to cover post design services for the protector family of remote weapon stations (RWS) currently fitted to various wheeled platforms. This contract will replace the existing protector RWS PDS contract No AVPISP/00009 awarded to Thales UK Ltd in Sep-14 and which is due to expire on 31 March 2020.
It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contracts Regulations 2011) for technical reasons.
This is because Thales UK Ltd has the necessary access to the OEM design and technical documentation relating to the RWS Systems and their associated optics together with the platform integration data and associated safety approvals for the armoured vehicle that it is fitted to. Further, Thales has developed the approved safety-critical protector platform configuration (PPC) software enabling SQEP support to be provided to the protector RWS safety panels. No other economic operator would be able to fulfil these requirements without introducing a high level of project risk to the integration, operational, supportability and safety aspects of the requirement, all of which would not be acceptable for the safe operation of the protector RWS products used by UK armed forces.
