II.1.5)Short description of the contract or purchase(s):
The new system for the operation of trains (NExTEO) consists of the implementation of a communication (CBTC train control) based on the central section of the area (area Nanterre evangile/Rosa Parks) in the RER E to the west prolonged (Eole project). This Section shall consist of an existing infrastructure between haussmann-st-lazare and evangile/Rosa Parks and infrastructure to be built between haussmann-st-lazare and Nanterre, involving the creation of three new stations (Porte Maillot, defence, and nanterre-la-folie).

The design of the RER E is available on the following link:http://www.rer-eole.fr.

The Eole project express link (East-West) requires the implementation (design, qualification and deployment) of the new operating system (on-board + soil) and the treatment of its interfaces with the national rail network. It should be noted that only the future central section of the RER E will be equipped with the new system. Accordingly, it must know how to discuss with other operating systems (existing or future) outside the core area.
The targets for implementation of this technology on the line Eole are:
— improving the speed of the line by continuous reduction and control of the interval between 2 trains (objective 108 seconds),
— reduce journey times: Autopilot (ATO) allowing for the homogenisation train speed
— improve the regularity and robustness through facilitated adaption of operating instructions allowed by the oversight function,
— Strengthen security through control of movement (ATP) and the systematic presence of a driver (OAG), 2
Accepting the system — have a mix of movement between trains and trains not equipped with the technology (in particular to ensure the migration phase),
— minimise interruptions of movement during the implementation of the solution (deployment during the inactivity of the network),
— achieve a very high level of availability in the maintenance in operational condition,
— obtain an architecture of the NExTEO system which ensures its sustainability and scalability.
The contract includes the ATC (Automatic Train Control/automatic control of train) and traffic control via an ATS (Automatic Train Supervision/automatic train supervision) and all the equipment necessary for proper operation (radio beacons, etc.).
For all of these elements the market includes the design and revenue in the factory, the deployment of the system and the track and trains prior qualification test, the qualification in the environment of the Eole transport system and the associated maintenance under the maintenance in operational condition.
It is a single market whose part ATS is optional.

III.1)Conditions relating to the contract
III.1.1)Deposits and guarantees required:
A first-call guarantee is required for the payment of pre-financing.

Market structure:
Réseau ferré de France (RFF) and the Société nationale des chemins de fer (SNCF) have formed a group order. The Agreement establishing the grouping of control means Réseau Ferré de France (RFF) as coordonnateur-mandataire group form. In this respect, RFF coordonnateur-mandataire ensures the mission in the context of the implementation of the bidding process.
Within the meaning of Section II.2.2, the contract consists of the following options:
— (1) a fixed stage on ATC broken down into two phases: (2)
The stage 1 corresponds to:
Study and development of the on-board and ATC (fixed component), equipment test track and demonstrators,
ATC integration/ATS, —
— deployment and integration of on-board equipment configured on the first series and associated test tools,
— deployment of the ATC (fixed component) area Haussmann Saint-Lazare area Gospel/Rosa Parks and supply of equipment for the area Haussmann Saint-Lazare area if necessary, Nanterre
— NExTEO system qualification tests (ATC) online and endurance tests,
— supply of instructions for installation and training for maintenance.
The stage 2 corresponds to:
— delivery of additional volume parameterised serial on-board equipment with spare parts to reach 71 reams (units),
— possibility of control of the NExTEO system is functioning correctly.
— 1 conditional stage No 1, Contact:
— the deployment of the ATC (fixed component) area Haussmann Saint-Lazare Nanterre, area
— all elements and support necessary for the acquisition by the contracting authority of the authorisation for commercial operation (authorisation)

Additional provision shall be understood as a technical option that candidates are required to propose in their tenders and the contracting entity reserves the right to withdraw or not prior to the signature of the contract.
ATS overtime will, if they are accepted, integrated in the firm, conditional tranches corresponding and optional.
Order forms will be processed for the following services:
— delivery of equipment on board of series configured with spare parts (order forms): edges of equipment 10 Estimated quantities 12 orders,
— extension of the period of guarantee of the equipment on-board and ATC (fixed component) six months renewable: issuing order forms until 6.
The quantities estimated market (with the exception of services to order forms with maximum) and all dates or hours proposed (with the exception of the mandatory deadline for submission of Application IV 3.4) mentioned in this opinion are orders of magnitude and time estimates provided for information only and not binding for RFF.
Estimated duration of the contract: II.3 shall be interpreted as follows: The contract is concluded for a maximum of thirty eight (38) years.
RFF reserves the right, for the duration of the contract, for using Article 7) of Decree No 2005-1308 of 20 October 2005 on additional contracts for supplies, services and works.
The procedure is in two stages:
Application phase 1):
Applications must be made of all forms, documents, evidence requested (complete and completed) and requirements.
Applications must be submitted in paper form. The documents will be supplied in a complete dossier stamped in a sealed envelope containing:

— 1 copy on an electronic medium (USB stick), in a standard format (Word, Excel, PowerPoint, PDF).
