Crown Commercial Service (CCS) is seeking a marketplace solution to facilitate and manage ad-hoc, low-volume, low-spend goods requirements across the public sector.

The marketplace aims to provide end users access to a broad, pre-qualified and dynamic supplier base, capable of offering a wide range of goods available for purchase and delivery through a digital marketplace.

CCS are looking to engage with suppliers or groups of suppliers in order to identify a solution.

Products may include but are not limited to:

Stationary and office supplies, computer peripherals and accessories, clothing, footwear, luggage articles and accessories, educational equipment, musical instruments, sport goods, games, toys, handicraft, art materials and accessories, furniture (incl. office furniture), furnishings, domestic appliances (excl. lighting) and cleaning products and any other miscellaneous goods.

The objective is to help customers to manage their long tail spend.

II.2.4)Beschreibung der Beschaffung:

The marketplace

Crown Commercial Service (CCS) intends to conduct a procurement to establish a commercial agreement to provide, host and manage a long tail marketplace. The marketplace shall:

• service diverse, low-volume, low-spend goods requirements across the UK public sector;

• enable public sector buyers with access to a pre-qualified, dynamic and extensive supplier base, capable of providing a broad range of products as required by the public sector;

• enable a full end to end service including the management of: the system, the supply chain, delivery (including warehousing and logistics), buyer registrations and support;

• enable a single contracting entity to purchase from it ensuring that invoices are issued from one provider and issues are managed by the same provider.

This prior information notice is to signal an intention to commence market engagement with those within the ‘digital retail marketplace’ market.

Crown Commercial Service intends to hold market engagement sessions during June/July with suppliers interested in potentially bidding for the resulting framework contract. If you are interested in attending a market engagement session please express your interest by emailing tailmanagement@crowncommercial.gov.uk no later than midday on 5 June 2020. Further details will be provided to you.

The value in II.1.5 is an indicative value over 4 years.

The Cyber Essentials scheme is mandatory for central government contracts which involve handling personal information and providing certain ICT products and services. The government is taking steps to further reduce the levels of cyber security risk in its supply chain through the cyber essentials scheme. The scheme defines a set of controls which, when properly implemented, will provide organisations with basic protection from the most prevalent forms of threat coming from the internet.

To participate in this procurement, bidders will be required to demonstrate that they are cyber essentials plus certified for the services under and in connection with the procurement.

The bidder may be awarded a contract but shall not enter into any call off contracts with buyers until they are able to demonstrate to CCS that they meet the technical requirements prescribed by the cyber essentials plus scheme for services under and in connection with this procurement.

The service that arise from this framework will involve the supplier holding material that has been assigned a protective marking under the Government Security Classifications Scheme (April 2014) of official/sensitive. Bidders will be required to implement their solution in accordance with the marketplace schedule, ‘Security Requirement and Plan’, to meet Marketplace requirements. This will be released at the ITT stage.

Baseline protection controls are defined in ISO 27001:2013 and further defined by security policy framework https://www.gov.uk/government/collections/government-security

The lotting structure of this framework will be determined as a result of the market engagement.
