The Ministry of Foreign Affairs hereby offers, on behalf of itself and the other authorities entitled to draw, a framework contract for the supply of armoured vehicles with related spare parts, service options and driving instruction.
The Ministry of Foreign Affairs wishes to buy a number of civil-appealing SUV armoured vehicles. Over the duration of the framework agreement, the Ministry of Foreign Affairs is expected to absorb at least 15 vehicles. The majority of vehicles shall be certified VPAM BRV2009 VR7 or proven equivalent protected. The specific minimum requirements for ballistic and explosive properties are set out in Annexes 1.1, 1.2,1.3 and 1.4. Additional confidential Annexes 1.1.1, 1.2.1, 1.3.1 and 1.4.1 will be provided to the pre-qualification companies/consortia, the ballistic and explosive properties of which are further elaborated.
The vehicles must be used anywhere in the world and must meet the requirements to be registered in the specific countries of use. When ordering each vehicle, the Ministry of Foreign Affairs must have the possibility to choose optional equipment, etc. on a number of points, such as right-hand/left-hand steering, diesel/petrol. The various options will be described in detail in the tender documents. Future suppliers will also have to take responsibility for transport from the factory to the country of use. This will be settled separately.
Future suppliers must be able to provide maintenance and/or technical on-site servicing of the vehicles and, in connection with transport from the factory to the country of residence, to receive the vehicle for transport damage control, etc. The future supplier must undertake to buy second-hand vehicles back, including transport out of the country of use. Finally, future suppliers must offer driving training courses to the authorities entitled to draw.

VI.3.2)Lodging of appeals
Precise information on deadline(s) for lodging appeals: Pursuant to Section 11 (1) and (2) of Order No 892 of 17 August 2001 on the award of certain works, supply and service contracts by contracting entities in the fields of defence and security, the Act on the Enforcement of the Public Procurement Rules (Consolidation Act No 593 of 2.6.2016 on the Complaints Board for Public Procurement) also applies to tenders under the Defence and Security Directive.
Pursuant to Consolidation Act No 593 of 2 June 2016 on the Complaints Board for Udbud, as amended, the following time limits shall apply for the submission of appeals:
Appeals against calls for tenders or decisions covered by Title II of the Public Procurement Act which are not covered by paragraph 1 of the Act shall, pursuant to Section 7 (2) of the Act, be submitted to the Complaints Board for Public Procurement before:
1) 45 calendar days after the contracting entity has published a notice in the Official Journal of the European Union stating that the contracting entity has awarded a contract. The period shall begin on the day following the day on which the notice is published.
(2) 30 calendar days with effect from the day following the day on which the contracting entity has informed the tenderers concerned that a contract based on a framework agreement with reopening of competition or a dynamic purchasing system has been concluded, provided that such notification has stated the reasons for the decision.
3) 6 months after the contracting authority has concluded a framework agreement with effect from the day following the day on which the contracting authority informed the candidates and tenderers concerned, cf. Section 2 (2) or Section 171 (4) of the Public Procurement Act.
4) 20 calendar days with effect from the day after the contracting authority has notified its decision, cf. Section 185 (2) (2) of the Public Procurement Act;
