The EIB is seeking the services of up to 10 qualified service providers in the area of coaching for senior management. The service providers shall provide individual coaching services to EIB senior management and facilitate and moderate managers' team coaching sessions.

A group of economic operators (or consortium) may submit a joint tender or put themselves forward as candidates. In order to submit a joint tender or a request to participate, the Bank does not require the group of economic operators (or consortium) to assume a specific legal form; however, the selected group of economic operators (or consortium) may be required to do so when it has been awarded the contract, to the extent that this change is necessary for the satisfactory performance of the contract.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Information and formalities necessary for evaluating if the requirements are met: The tenderer (sole tenderer or lead contractor) and any subcontractors whose intended share in the framework agreement is equal or above 20 % shall provide the declaration regarding the exclusion criteria and the absence of conflict of interest (annex to the ‘General administrative and submission clauses’). All tenderers should provide this declaration duly signed and dated by an authorised representative (sole tenderer or lead contractor), stating that they are not in one of the situations listed in this annex.
The declaration shall also be provided by subcontractors whose intended share of the framework agreement is equal or above 20 %.
The successful tenderer shall provide the documents mentioned as supporting evidence in this annex before signature of the framework agreement and within the deadline specified by the Bank.
This requirement applies to all members of a group of economic operators (or consortium) and to subcontractors whose intended share in the contract is equal to or above 20 %.

1) Experience in team coaching interventions on similar assignments conducted successfully in the last 3 years with senior corporate clients within an international public or private organisation, EU institution or international financial institution (IFI).
Minimum requirement:
At least 3 references of team coaching interventions on similar assignments conducted successfully in the last 3 years with senior corporate clients within an international public or private organisation or international financial institution (IFI).
2) Experience in individual coaching sessions on similar assignments conducted successfully in the last 3 years with senior corporate clients within an international public or private organisation, EU institution or international financial institution (IFI).
Minimum requirement:
At least 3 references of individual coaching sessions on similar assignments conducted successfully in the last 3 years with senior corporate clients within an international public or private organisation, EU institution or international financial institution (IFI).
3) Detailed profiles for the coach/coaches that the tenderer would propose if awarded the contract, specifying their competency in English and/or French. The profiles provided must be in the annex format (Section 8). The proposed profiles must demonstrate the following:
— at least 10 years' experience in executive coaching in the areas covered by this call for tender in the context of an international public or private organisation, EU institution or international financial institution (IFI),
— the equivalent of 100 coaching hours in the last 3 years,
— proof that they have undertaken continuous development related to coaching of at least 16 hours each year in each of the last 3 years,
— professional proficiency in English and French (understanding, speaking and writing),
— knowledge of other EU languages, if applicable (understanding, speaking and writing).
The profiles must clearly indicate the nature of the coaching concerned and explain how the coaching was delivered in such a context. Please note that it is not sufficient to indicate just the name of the type of coaching or the client for whom it was delivered.
The profiles must clearly demonstrate, using the correct scales, that the trainer concerned possesses the appropriate linguistic capacity in English or French, and in the other language.
Any profiles not submitted in this format will be deemed non-eligible and will not be taken into account for assessment of the technical capacity.
In the case of tenders from consortia, the selection criteria apply to the aggregate of the different partners. It is necessary, however, to identify clearly the lead contractor, who will also be responsible for signing the framework agreement, and to provide with the tender, written confirmation from each member of the consortium that they are ready and willing to participate in the work and briefly describing their role.
